IBTTA Congratulates Joi Taylor Dean and Member Leaders Honored by COMTO’s Women Who Move the Nation

WASHINGTON, D.C. - The International Bridge, Tunnel and Turnpike Association (IBTTA) proudly congratulates Joi Taylor Dean, CEO of the Richmond Metropolitan Transportation Authority and IBTTA's 2026 president, on being named among this year's honorees by the Conference of Minority Transportation Officials (COMTO) as part of its prestigious Women Who Move the Nation class.

"Joi leads with purpose and a deep commitment to impact - exactly what this moment calls for," said Mark Chung, CEO and executive director of IBTTA. "Her recognition, and the journeys of these honorees, reflect the real progress happening across our industry - driven by leaders who are building stronger, more connected communities every day."

COMTO's signature recognition honors trailblazers who continue to shatter glass ceilings across the transportation industry. Since its inception, 162 women have been inducted - leaders representing a broad cross-section of multimodal transportation across the public and private sectors, united by a commitment to strengthening the nation's infrastructure.

IBTTA extends a special congratulations to Joi, whose leadership continues to shape the future of transportation. As CEO of the Richmond Metropolitan Transportation Authority and IBTTA's 2026 president - and the first Black woman to serve in this role - her recognition reflects both her impact and influence across the industry.

IBTTA also recognizes the member leaders honored alongside her: Shalonda A. Baldwin, PMP, WSP; Caroline Decker, GFT; and Melissa Mullinax, HNTB - underscoring the depth of leadership across the IBTTA community.

As IBTTA's 2026 president, Dean is guiding the association under her theme, Driving What's Next: Investment. Impact. Influence.
