On September 9, 2026, Special Envoy Zhai Jun of the Chinese Government on the Middle East Issue attended the 2026 Conference of Global Public Security Cooperation Forum (Lianyungang) in Lianyungang, Jiangsu Province, and delivered a speech.

Zhai Jun stated that the Global Security Initiative proposed by President Xi Jinping provides important guidance for tackling security challenges and upholding global stability, and demonstrates its practical significance and value of our times. First, it builds consensus on ideas. Over 130 countries and international and regional organizations have expressed support for and appreciation of the Initiative. Second, it promotes ceasefire and peace. Following China's approach to resolving hotspot issues with Chinese characteristics, the Initiative injects stability and positive energy into the world. Third, it safeguards the international order and supports the United Nations in playing a central role in international security affairs. Fourth, it provides public goods by training security governance personnel for developing countries.

Zhai Jun noted that China stands ready to work with all parties to continue to act in the spirit of the Initiative and advance global security governance. First, we must foster peace. The international community should unequivocally support all efforts conducive to peaceful settlement of crises. Second, we must uphold the rule of law and ensure the equal and uniform application of international law and international rules. There must be no double standards, exceptionalism or selective application. Third, we must expand cooperation to ensure that all countries can participate in global security governance and share its outcomes. Fourth, we must strengthen coordination and prevent new domains from becoming a lawless space for zero-sum games.
