Safety Measures Go Into Effect for High-Capacity Council Meetings

Staff from the city of Clearwater are implementing changes in protocol for upcoming city council meetings that have the potential to exceed the safe capacity of the Clearwater Main Library, council chambers and overflow areas.
These changes are being made to ensure the efficient, safe management of future meetings while continuing to provide the public the opportunity to be heard.
These changes will be implemented effective July 13, 2026:

The library will close an hour before every meeting.

There will be two exterior lines, one for speakers and one for observers.

Capacity will be limited to 160 occupants: 130 for council chambers and 30 in the adjacent overflow room.

Priority entry to both rooms will be given to speakers first, and any remaining seats will be filled by observers, until capacity is reached. There will be handicapped seating available.

Private security will screen those entering council chambers for weapons.

Due to time constraints, not everyone may get to speak unless the city council arrives at a consensus to allow more time.

Individuals who have spoken may voluntarily relinquish their seats to allow others a chance to speak, if council agrees to extend the public comment time and if previous speakers depart the chambers.

Additional long-term changes will be implemented at a later time.
