PONY AI Inc. and Xihu Group Jointly Secure Shenzhen’s First City-Wide Permits for Fully-Driverless Commercial Robotaxi Operations

Beijing, China, October 31, 2025 -- Pony AI Inc. ("Pony.ai" or the "Company") (Nasdaq: PONY), a global leader in the commercialization of autonomous mobility, today announced that it secured Shenzhen's first city-wide license for fully-driverless commercial Robotaxi operations, building on the strategic partnership announced in June 2025 with Shenzhen Xihu Corporation Limited ("Xihu Group"). This marks accelerating path toward large-scale commercial deployment for the Company.

Bordering Hong Kong, Shenzhen is one of China's largest and most dynamic metropolitan areas, spanning nearly 2,000 square kilometers and home to 17.8 million residents. To strengthen its presence in this key market, Pony.ai, in partnership with Xihu Group, secured Shenzhen's first city-wide license for fully-driverless commercial Robotaxi operations. This milestone will enable commercial operations of seventh-generation ("Gen-7") Robotaxis in the city this year, as part of the multi-year deployment of more than 1,000-unit under the two companies' strategic partnership. This also paves the way to upgrade Xihu Group's existing taxi licenses to Robotaxi licenses. With an "asset-light + AI-empowered model", Pony.ai will leverage Xihu Group's operational expertise to optimize cost structure and facilitate a smooth fleet operations in Shenzhen.
