Texas Commission on Environmental Quality Announces Opening of the Texas Hydrogen Infrastructure, Vehicles, and Equipment Program

The THIVE program provides funding opportunities for eligible entities that replace, repower, or convert older heavy-duty on-road vehicles or select non-road equipment with hydrogen power. The program also includes opportunities to implement hydrogen refueling infrastructure.

Eligible applicants include individuals, state and local governments, corporations, or any other legal entity. All business entities, such as corporations or partnerships, must have an active registration with the Texas Secretary of State by the program opening date and must maintain that registration during the contract period if awarded.

Applications will be accepted until 5:00 p.m. Central Time on Tuesday, Dec. 29, 2026.

Eligible Project Categories

• Replacement of on-road or non-road heavy-duty vehicles or equipment with hydrogen alternatives
• Repower or conversion of existing vehicles or equipment to hydrogen power
• New purchase of hydrogen-powered vehicles and equipment
• Hydrogen refueling infrastructure projects

All projects must meet applicable program requirements, including operating the grant-funded equipment primarily within eligible nonattainment areas or affected counties.

Grant Amounts

• Replacement/Repower Projects: Up to 100% of eligible incremental costs
• New Purchase Projects: Up to 100% of the difference between diesel and hydrogen vehicle costs
• Refueling Infrastructure Projects: Up to 50% of eligible costs to purchase and install hydrogen refueling infrastructure and associated equipment
