On May 13, 2026, Commerce published the Preliminary Results in the Federal Register and invited interested parties to comment. (1) On August 25, 2026, Commerce extended the deadline for the final results of this review by 53 days. (2) The deadline for these final results is November 2, 2026. On August 26, 2026, we received timely-filed case briefs from Hyundai Steel/HSP. (3) On September 1, 2026, Wheatland Tube, a domestic interested party, and SeAH Steel Corporation (SeAH) submitted timely-filed rebuttal briefs. (4) On October 15, 2026, Commerce held a public hearing limited to issues raised in the case and rebuttal briefs. (5)
For a complete description of the events that occurred since the Preliminary Results, see the Issues and Decision Memorandum. (6) A list of the topics discussed in the Issues and Decision Memorandum is attached as Appendix I to this notice. The Issues and Decision Memorandum is a public document and is on file electronically via Enforcement and Compliance's Antidumping and Countervailing Duty Centralized Electronic Service System (ACCESS). ACCESS is available to registered users at https://access.trade.gov. In addition, a complete version of the Issues and Decision Memorandum can be accessed directly at https://access.trade.gov/frnotices.
Commerce conducted this review in accordance with section 751 of the Tariff Act of 1930, as amended (the Act).
The merchandise subject to the Order is circular welded non-alloy steel pipe from the Republic of Korea. For a complete description of the scope of the Order, see the Issues and Decision Memorandum.
As provided in section 782(i) of the Act, in May, June, and August 2026, Commerce conducted on-site verifications of the sales and cost data reported by Husteel and Hyundai Steel/HSP. We used standard verification procedures, including an examination of relevant accounting and sales records, and original source documentation provided by Husteel (8) and Hyundai Steel/HSP. (9)
All issues raised in case and rebuttal briefs filed by interested parties in this administrative review are addressed in the Issues and Decision Memorandum. A list of the issues addressed in the Issues and Decision Memorandum is provided in Appendix I to this notice.
Based on our review of the record and our analysis of the comments received, Commerce made certain changes to the weighted-average dumping margin calculations for Husteel and Hyundai Steel/HSP. For further discussion of these changes, see the Issues and Decision Memorandum.
Generally, Commerce looks to section 735(c)(5) of the Act, which provides instructions for calculating the all-others rate in an investigation, for guidance when calculating the weighted average dumping margin for respondents that were not individually examined in an administrative review. Section 735(c)(5)(A) of the Act provides that the all-others rate should be calculated by weight averaging the weighted-average dumping margins determined for individually examined respondents, excluding rates that are zero, de minimis, or based entirely on facts available. We calculated a weighted-average dumping margin of zero for Husteel. Therefore, we have assigned the dumping rate calculated for Hyundai Steel/HSP to the companies not selected for individual examination in this review. See Appendix II.
As a result of this review, we determine the following estimated weighted-average dumping margins exist for the period November 1, 2023, through October 31, 2024:
| Producer/exporter | Weighted-average dumping margin (percent) |
| Husteel Co., Ltd. | 0.00 |
| Hyundai Steel Company; Hyundai Steel Pipe Co., Ltd. 10 | 4.20 |
| Review-Specific Rate for Non-Examined Companies 11 | 4.20 |
Commerce intends to disclose the calculations and analysis performed in connection with the final results of this administrative review to interested parties within five days of any public announcement or, if there is no public announcement, within five days of the publication date of this notice in the Federal Register , in accordance with 19 CFR 351.224(b).
Pursuant to section 751(a)(2)(C) of the Act and 19 CFR 351.212(b)(1), Commerce has determined, and U.S. Customs and Border Protection (CBP) shall assess, antidumping duties on all appropriate entries of subject merchandise in accordance with the final results of this review.
Pursuant to 19 CFR 351.212(b)(1), we calculated importer-specific ad valorem duty assessment rates based on the ratio of the total amount of dumping calculated for each importer's examined sales and the total entered value of those sales. Where either the respondent's weighted-average dumping margin is zero or de minimis within the meaning of 19 CFR 351.106(c)(1), or an importer-specific assessment rate is de minimis ( i.e., less than 0.5 percent), we will instruct CBP to liquidate the appropriate entries without regard to antidumping duties. The final results of this review shall be the basis for the assessment of antidumping duties on entries of merchandise covered by the final results of this review and for future deposits of estimated duties, where applicable. (12)
Commerce's "automatic assessment" will apply to entries of subject merchandise during the POR produced or exported by Husteel and Hyundai Steel/HSP for which it did not know that its merchandise they sold to the intermediary ( e.g., a reseller, trading company or exporter) was destined for the United States. In such instances, we will instruct CBP to liquidate the unreviewed entries at the all-others rate of 4.80 percent, (13) if there is no rate for the intermediate company(ies) involved in the transaction. (14)
For the companies listed in Appendix II which were not selected for individual review, we will assign an assessment rate based on the review-specific rate, calculated as noted in the "Rate for Non-Individually Examined Non-Selected Companies" section above.
Commerce intends to issue assessment instructions to CBP regarding Husteel, Hyundai Steel/HSP, and the companies listed in Appendix II no earlier than 35 days after the date of publication of the final results of this review in the Federal Register . If a timely summons is filed at the U.S. Court of International Trade, the assessment instructions will direct CBP not to liquidate relevant entries until the time for parties to file a request for a statutory injunction has expired ( i.e., within 90 days of publication).
The following cash deposit requirements will be effective for all shipments of subject merchandise entered, or withdrawn from warehouse, for consumption on or after the publication date of the final results of this administrative review, as provided for by section 751(a)(2) of the Act: (1) the cash deposit rate for companies subject to this review will be the rates established in these final results of the review; (2) for merchandise exported by producers or exporters not covered in this review but covered in a prior segment of the proceeding, the cash deposit rate will continue to be the company-specific rate published for the most recently completed segment of this proceeding; (3) if the exporter is not a firm covered in this review or a completed prior segment of this proceeding but the producer is, the cash deposit rate will be the company-specific rate established for the most recently-completed segment of this proceeding for the producer of the subject merchandise; and (4) the cash deposit rate for all other producers or exporters will continue to be 4.80 percent, the all-others rate established in the investigation of this proceeding. (15) These cash deposit requirements, when imposed, shall remain in effect until further notice.
This notice serves as a final reminder to importers of their responsibility under 19 CFR 351.402(f)(2) to file a certificate regarding the reimbursement of antidumping duties prior to liquidation of the relevant entries during this POR. Failure to comply with this requirement could result in Commerce's presumption that reimbursement of antidumping duties has occurred and the subsequent assessment of double antidumping duties.
This notice also serves as a reminder to parties subject to an APO of their responsibility concerning the return or destruction of proprietary information disclosed under APO in accordance with 19 CFR 351.305(a)(3), which continues to govern business proprietary information in this segment of the proceeding. Timely written notification of the return or destruction of APO materials or conversion to judicial protective order is hereby requested. Failure to comply with the regulations and the terms of an APO is a sanctionable violation.
We are issuing and publishing this notice in accordance with sections 751(a)(1) and 777(i)(1) of the Act and 19 CFR 351.221(b)(5).
