Following Cambodia's violations of the Joint Declaration by the Prime Minister of Thailand and the Prime Minister of Cambodia on the outcomes of their meeting in Kuala Lumpur, the Ministry of Foreign Affairs has taken the following actions regarding these two latest incidents, namely the landmine incident at Huai Thamariya, Si Sa Ket province on 10 November 2025, and the armed clash initiated by Cambodian forces at Ban Nong Ya Kaew, Sa Kaeo Province, on 12 November 2025:

  1. The Minister of Foreign Affairs directly contacted the Deputy Prime Minister and Minister of Foreign Affairs of Cambodia to lodge a protest regarding the latest two incidents, with official protest letters issued by the Ministry of Foreign Affairs to the Cambodian Government.
  1. The Prime Minister has written to the President of the United States and the Prime Minister of Malaysia, as witnesses to the signing of the Joint Declaration, to reaffirm Thailand's peaceful approach and commitment to the Joint Declaration, while stressing that due to Cambodia's violations, Thailand has no choice but to reserve the right to take necessary action to protect its sovereignty and territorial integrity. The Prime Minister has also held several phone conversations with the two leaders, to urge that the Thailand - Cambodia border situation, which is a security issue, be kept separate from trade matters which are of mutual benefit to Thailand and the U.S., as well as the restoration of the path towards peace, in line with Thailand's conditions. Both leaders have expressed understanding in regards to Thailand's stance. The letter to the Prime Minister of Malaysia was also shared with all ASEAN Member States.
  1. The Thai Ambassador and Permanent Representative to the United Nations Office and other International Organizations in Geneva has submitted a protest letter to Japan, as President of the Meeting of States Parties to the Anti-Personnel Mine Ban (Ottawa) Convention, on the landmine incident, and requested that the letter be circulated to all States Parties. Thailand intends to raise the issue of Cambodia's repeated violations of the Convention at the 22nd Meeting of States Parties, to be held from 1 - 5 December 2025 in Geneva.
  1. The Thai Ambassador and Permanent Representative to the United Nations in New York also sent a letter to the Secretary-General of the United Nations on both incidents.
  1. The Thai Ambassador and Permanent Representative to the United Nations in New York further sent a protest letter on both incidents to Sierra Leone, in its capacity as President of the United Nations Security Council (UNSC) for the month of November 2025, and on how Cambodian actions have violated Thailand's sovereignty and territorial integrity, the UN Charter, the Ottawa Convention, and the Joint Declaration. Thailand has also requested that the letter be circulated among all UNSC members.
  1. Here in Thailand, in addition to information circulated in writing to Embassies and International Orgnisations, the Ministry has organised 6 briefings for the diplomatic corps and international organisations representatives stationed in Thailand. The Ministry also holds regular briefings for Thai and foreign media based in Thailand. Furthermore, the Ministry is working closely with security agencies to compile information, establish our positions, and clarify the facts. The Royal Thai Embassies and Consulates-General worldwide have also been given this information to convey to host governments, foreign embassies, other organisations, and interested media in those countries.
  1. Thailand continues to pursue proactive diplomacy, using all possible channels to provide the facts and Thailand's stance on the situation. Upcoming international engagements include the Minister of Foreign Affairs' participation at the 4th Indo-Pacific Ministerial Forum with the European Union on 21 November 2025, the Minister's exchanges with foreign media at the Foreign Correspondents Club of Thailand (FCCT), the Meeting of the States Parties to the Ottawa Convention during 1 - 5 December 2025, and Thailand's hosting of the ministerial-level International Conference on the Global Partnership against Online Scams in December 2025.
