On September 25, in New York, on the sidelines of the 80th Session of the UNGA, Deputy Foreign Minister of Armenia Robert Abisoghomonyan participated and delivered remarks at the UNSC Open Debate on "Artificial Intelligence and International Peace and Security: Addressing the Complexities, Multifaceted Impacts and Responsible Use".
In his remarks, the Deputy Foreign Minister emphasized the unpredictable nature of conflicts in the modern world, taking into account the use of UAVs, AI and lethal autonomous weapon systems. Robert Abisoghomonyan stressed that these developments generate serious humanitarian and legal challenges, while their uncontrolled proliferation may create instability far beyond the immediate battlefields.
Deputy Foreign Minister Robert Abisoghomonyan noted in his remarks. "Armenia's position is clear. International law, and in particular international humanitarian law, including the principles of legality, proportionality, precaution, and distinction, must apply fully to all weapons, past, present, and future. We strongly believe that these principles cannot be compromised or selectively applied in the context of new technologies."
The Deputy Foreign Minister noted that deliberations on the potential benefits of military AI use can only take place if regulations and a common understanding exist among states. Robert Abisoghomonyan highlighted the importance of the role of the UN, particularly the Security Council, as a unifying bridge in overcoming divergences on this issue and in fostering a more inclusive dialogue.
