Board of Supervisors to Consider Removal of Sheriff Christina Corpus

Redwood City -The San Mateo County Board of Supervisors will hold a special public meeting at 9:00 AM on Tuesday, Oct. 14, 2025, to consider final action on whether to remove Sheriff Christina Corpus from office under procedures established by Measure A, the County Charter amendment approved by voters that allows the Board to remove an elected sheriff for cause.

Any decision regarding removal requires a four-fifths vote of the Board.

At the meeting, the Board will review an advisory opinion submitted Oct. 6 by retired Santa Clara County Superior Court Judge James Emerson. Serving as the independent hearing officer, Emerson oversaw an appeal hearing that was open to the public after Sheriff Corpus appealed the Board's decision to remove her from office in June 2025. The judge's 42-page advisory opinion presents his findings based on the evidence and testimony presented during the 10-day hearing held in August.

The advisory opinion found that four independent bases for removal of the Sheriff were supported by the evidence presented during the hearing.

Under Measure A, the Board must find that there is cause supported by a preponderance of the evidence to proceed with removal. "Cause," as specified in the County Charter, may include violations of law, misuse of public funds, obstruction of an investigation or other actions that substantially impair the performance of official duties.

The Board voted unanimously in June to initiate removal proceedings after findings by the law firm Keker, Van Nest & Peters LLP further substantiated serious misconduct.

Based on the Keker investigation, the Board voted 5-0 on June 24, 2025, to proceed with removal under Measure A, triggering the formal hearing overseen by Emerson at the Sheriff's request.

The October 14, 2025 Board meeting is open to the public, with seating on first-come, first-served basis. Cameras and recording devices are permitted in publicly accessible areas.
