City Council will receive an informational item at its July 14 meeting with an update on the City's progress toward meeting its Regional Housing Needs Allocation (RHNA) of nearly 3,000 new dwelling units for the 2023-2031 Housing Element cycle. The update also describes changes to projected housing capacity in the Housing Element, which currently exceeds the City's RHNA in every income category.
The item also includes a tentative project schedule update for development on Parking Plazas 1, 2 and 3, the City-owned downtown surface parking lots. An independent financial review of the three development proposals is expected to begin in July, and staff anticipates returning to City Council in September 2026 with a summary of the proposals, the financial review and community feedback and to seek direction on selection of a development team.
