Pursuant to the regulations 24 CFR 982.503, the Housing Authority of the City of Pittsburgh (HACP) Housing Choice Voucher (HCV) Department has completed its annual review and update of the Housing
Choice Voucher (HCV) Payment Standard Charts.
As noted in the FY 2027 Moving to Work (MTW) Annual Plan that was approved by the HACP Board of Commissioners during the September 24, 2026, meeting, the HACP is proposing to transition the payment standards from census tract-based Moving to Work (MTW) tiered methodology to zip code-based Small Area Fair Market Rents (SAFMRs).
Following careful analysis, the Agency is implementing this cost-saving measure to manage anticipated reductions in FY 2027 federal funding, ensuring that the HACP can continue to serve as many families as possible.
The proposed Fiscal Year (FY) 2027 HCV Payment Standard Charts are available for review and comment from Sunday, Oct. 11, 2026, to Tuesday, Nov. 10, 2026. The proposed effective date for implementation is Jan. 1, 2027.

Public Hearings to receive public comments on the proposed FY 2027 HCV Payment Standard Charts will be held on Wednesday, Oct. 28, 2026, at 9:30 a.m. and 5:30 p.m. via Zoom.
