Chargé d’Affaires a.i. of the Chinese Embassy in Uganda Fan Xuecheng Publishes Signed Article “The Reunification of Our Motherland, a Trend of the Times”

Recently, Mr. Fan Xuecheng, Chargé d'Affaires ad interim of the Embassy of the People's Republic of China in Uganda, published a signed article titled "The Reunification of Our Motherland, a Trend of the Times, Is Unstoppable - Upholding the One-China Principle and Safeguarding Peace Across the Taiwan Strait" in Ugandan mainstream media, including Daily Monitor, New Vision and Nile Post.

The article notes that on April 10, Xi Jinping, General Secretary of the Communist Party of China Central Committee, met with Cheng Li-wun, Chairwoman of the Chinese Kuomintang party, in Beijing. This meeting between the leaders of the CPC and the KMT after 10 years is of great significance for the development of relations between the two parties and across the Taiwan Strait. General Secretary Xi Jinping stressed that no matter how the international landscape and the situation across the Taiwan Strait may evolve, the overarching trend toward the great rejuvenation of the Chinese nation will not change, and the prevailing momentum for the Chinese on both sides of the Strait to come together will not change.

The article states that Taiwan has belonged to China since ancient times, a fact with a sound basis in history and jurisprudence. As a result of the civil war in China in the late 1940s and the interference of external forces, the two sides of the Taiwan Strait have fallen into a state of protracted political confrontation. However, China's sovereignty and territory have never been divided and will never be divided, and Taiwan's status as part of China's territory has never changed and will never be allowed to change.

The article emphasizes that "Taiwan independence" separatism is the greatest threat to peace across the Taiwan Strait. The DPP authorities stubbornly adhere to a separatist stance, deny the one-China principle, obstruct cross-Strait exchanges, rely on external forces to pursue separatism, and attempt to expand the so-called "international space" for Taiwan. These actions run counter to the interests of people on both sides of the Strait and undermine regional peace and stability. The Taiwan question is entirely China's internal affair. It concerns China's sovereignty and territorial integrity and brooks no external interference. United Nations General Assembly Resolution 2758 settled, politically, legally and procedurally, the question of China's representation in the United Nations.

The article says that Africa has always stood on the right side of history. African countries made important contributions to the adoption of UN General Assembly Resolution 2758. At the 2024 Beijing Summit of the Forum on China-Africa Cooperation, China, 53 African countries and the African Union Commission adopted the Beijing Declaration by consensus, in which the African side reaffirmed its firm commitment to the one-China principle and its support for all efforts by the Chinese government to achieve national reunification.

The article underlines that Uganda has been a steadfast friend and reliable partner of China. Since the establishment of diplomatic relations, the one-China principle has remained the political foundation of China-Uganda relations. The Ugandan Government has consistently and clearly stated that Uganda opposes any attempt to create "two Chinas" or "one China, one Taiwan", opposes "Taiwan independence" in any form, and supports the efforts made by the Chinese government to realize national reunification.

The article says China highly appreciates Uganda's principled position. This position is consistent with international law and the basic norms governing international relations, reflects the shared aspiration of the Global South to safeguard sovereignty and oppose external interference, and demonstrates the deep political trust between China and Uganda. Standing firmly for the one-China principle means standing for international fairness and justice. It also means safeguarding peace and stability across the Taiwan Strait.
