WASHINGTON, DC - Today, Congresswoman Julie Johnson (TX-32) voted against a bill to fund the Department of Homeland Security (DHS) through September 2026, blasting the Department's disregard for the Constitution, the rule of law, and the safety of the people it is supposed to protect.
"We have seen ICE agents and the Department of Homeland Security detain and arrest American citizens without justification, enter homes without warrants, use excessive force when it wasn't required, and ignore constitutional rights. This is a department that is out of control, going rogue, and needs to be reined in," said Johnson. "The American people deserve safety without fear, enforcement without lawlessness, and a government that follows the Constitution. Until the Department of Homeland Security is willing to operate within the rule of law, I cannot support continued funding without meaningful reform."
Last night, during a House Rules Committee hearing, Johnson offered four commonsense amendments to impose basic constitutional guardrails on ICE agents and DHS-limiting qualified immunity, requiring accountability for abuse, ensuring due process protections, and providing civil recourse when rights are violated. Republicans unanimously blocked the House from considering these amendments.
The House passed the DHS funding bill by a vote of 220 to 207. The bill now moves to the Senate for consideration.
Johnson has been a relentless advocate for accountability from ICE and the DHS, directly challenging Secretary Noem and her department for denying due process and violating constitutional rights. Last September, Johnson visited Texas's Bluebonnet Detention Center, where she witnessed firsthand the treatment of detainees and spoke with individuals being held despite not having committed any crimes.
Congresswoman Julie Johnson represents Texas's 32nd Congressional District in the United States House of Representatives, serving on the Homeland Security Committee, Foreign Affairs Committee, and the House Administration Committee.
