BALTIMORE, MD (Friday, September 5, 2025) - Today, Mayor Brandon M. Scott announced that Housing Commissioner Alice Kennedy plans to leave her role at the Department of Housing and Community and Development (DHCD). Commissioner Kennedy will continue to lead DHCD until mid-November, at which point she will continue her service to the city in a new role, to be announced.
"I am so grateful to Commissioner Kennedy for her steadfast dedication to the City of Baltimore," said Mayor Scott. "From the uncertainty of Covid-19 to serving as chief architect of our vacant housing initiative, Commissioner Kennedy has led with determination and stability. I thank her for her leadership at the helm of our housing team, where her impact will be felt for many years to come, and am grateful that she's agreed to continue service to the City."

"I am deeply grateful to have served as Housing Commissioner, and for the trust, collaboration, and support we have fostered amongst community and stakeholders. DHCD is the best team in government, and together we have set a high standard for performance, innovation, and impact, and a foundation to move forward with clarity and confidence. As I continue my service to the city, I am inspired to see the next chapters of revitalization and renewal within our communities and eager to support Mayor Scott's vision.
Commissioner Kennedy has worked for DHCD since 2016, working as Deputy Commissioner for Homeownership and Housing Preservation. Bringing innovative solutions to deliver services for residents, she oversaw the City's Weatherization Program, Lead Hazard Reduction Program, Office of Rehabilitation Services, Office of Homeownership, Tax Sale Prevention Coordinator, Summer Food Program, Baltimore Energy Challenge, and Baltimore Energy Initiative.
In 2020 she was named acting Commissioner and has served as the permanent Housing Commissioner since 2021. Kennedy has led the agency's commitment to transparency and community engagement, dedication to providing safe and affordable housing, modernization of internal processes, improving the customer experience, aligning funding for affordable housing, and the holistic agency implementation of the City's vacants reduction plan. Working in partnership with community organizations and state officials, Commissioner Kennedy was an essential part in the City's Reframe Baltimore initiative to fight the vacants crisis in Baltimore.
