CIS to Have Modal Law on Territorial Defense

A meeting of the Joint Commission at the IPA CIS for the Harmonization of National Laws Related to Security, Countering Emerging Threats and Challenges was held at the Tavricheskiy Palace.

The event was attended by parliamentarians from the Commonwealth countries, representatives of statutory bodies, sectoral cooperation bodies, educational and scientific institutions, and international organizations.

The meeting was chaired by Deputy Head of the United Russia faction, member of the Commission of the State Duma of the Federal Assembly of the Russian Federation on Investigation of Facts of Interference by Foreign States in the Russia's Internal Affairs, and Deputy Chair of the Commission of the State Duma of the Federal Assembly of the Russian Federation on Issues of Parliamentary Ethics Evgeny Revenko.

The experts discussed the progress of work on the draft Recommendations on the regulation of relations related to the use of personal mobility devices (electric scooters, bicycles, mopeds, and other PMD) by road users.

The meeting also discussed the progress of work on a draft Recommendations for improving national legislation, international treaties and other legal acts in the field of deradicalization, as well as the main approaches to developing the concept of a Model Law on Ensuring Technological Independence in the field of Critical Information Infrastructure.

The parliamentarians agreed with the proposals of the Ministry of Emergency Situations of the Republic of Belarus to develop a draft Model Law on the Regulation of Safety in the Use of Nuclear Energy, and with the proposals of the Federal Financial Monitoring Service (Rosfinmonitoring) of the Russian Federation to develop a draft Amendment to the Model Law on Countering Laundering of Criminal Assets, Financing Terrorism and Proliferation of Weapons of Mass Destruction. The documents will be included in the Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2026-2028, which will include the development of these Model Laws.

A meeting of the IPA CIS Permanent Commission on Defense and Security Issues was also held today.

Vice President of the National Assembly of the Republic of Armenia Hakob Arshakyan was elected Deputy Chair of the Commission.

The parliamentarians reviewed and adopted in general a draft Modal Law on Territorial Defense.

The organization of territorial defense is considered one of the most important elements of national security. It allows the armed forces, law enforcement agencies, and civil authorities to work together in a clear and coordinated manner in the event of war or major emergencies. The adoption of a relevant law will help to establish uniform and clear approaches to how territorial defense should be organized, including the principles that underlie it and the procedures for its implementation.

The Commission members also adopted a draft Modal Law on Navigation Support and a draft Recommendations on Identification, Accounting and Registration of Crimes Related to Human Trafficking in the CIS Member Nations.

It was decided to ask the IPA CIS Council to submit the approved Model Laws for consideration at the next plenary session of the Assembly.

Special attention was paid to the discussion of the draft Model Law on Investigative Activities. The document will be sent to the parliaments of the IPA CIS Member Nations for expert opinions.

The commission members discussed proposals for the development of the draft Model Law on the Regulation of Safety in the Use of Nuclear Energy and the Amendments to the Model Law on Countering Laundering of Criminal Assets, Financing Terrorism and Proliferation of Weapons of Mass Destruction.

A resolution was adopted to request the Council of the IPA CIS to include the development of these documents in the draft Long-Term Plan for Model Law-Making in the Commonwealth of Independent States for 2026-2028.
