Allegheny County - July 16, 2026 - Today, State Senator Wayne Fontana announced awards totaling $47,398,516 in state Redevelopment Assistance Capital Program (RACP) grants in the 42nd Senatorial District.
"I am proud to announce another major investment of commonwealth dollars to job-creating projects in our neighborhoods," said Sen. Fontana. "These are impactful projects led by proven organizations throughout Allegheny County and another step in Governor Shapiro delivering on his commitment to the future of Downtown Pittsburgh."
Sen. Fontana has secured over $200 million in RACP funding for communities, nonprofits, parks, and redevelopment projects in his district since 2020.
Grants announced today include:

1441 Metropolitan Street, $1,000,000
This project will renovate the office building in the city's Chateau neighborhood. The project will include replacing the roof and windows, improving the electrical, lighting, and elevators, and repairing the parking lot.

Allegheny County Sustainable Asphalt Plant, $5,848,516
Located in Neville Township, this Lindy Paving project includes design, permits, site preparation, and purchase of the Gencor Low Carbon Plant.

Arts Landing & Public Realm, $8,000,000
Pittsburgh Cultural Trust's transformation of space in the Cultural District into a multi-use civic space with a great lawn, stage & canopy, walking paths, and indoor public restrooms.

Brickworks Building, $5,000,000
This project is residential construction on 3.5 acres off Railroad Street in the Strip District, and includes two multi-purpose, multi-family buildings with parking garages.

Crafton Towers, $2,000,000
ACTION-Housing is renovating the building's electrical HVAC, and plumbing systems.

Duquesne University, $1,000,000
The 80,000-sq ft Health Sciences Building will serve as home to the John G. Rangos, Sr. School of Health Sciences and will feature cutting-edge simulation centers, advanced research laboratories, flexible classrooms, and purpose-built spaces for interdisciplinary collaboration and community engagement.

Emmaus Community Welcome Center, $900,000
This project involves the redevelopment of the organization's new Welcome Center in Scott Township that serves persons with intellectual disabilities in our communities.

Giant Eagle, $500,000
This project includes installation of a new roof and rooftop solar array at its OKG distribution center in the City's Fairywood neighborhood.

Grant Building, $3,000,000
This will go towards converting the historic Grant Building into a residential development with designated affordable housing units and commercial/retail spaces on the street level.

Gulf Tower, $7,500,000
The conversion of this building Downtown receives two RACP awards-$4 million for modernizing the building's infrastructure for residential use and $3.5 million for a ground-level retail market for grocery and/or all-day bar/restaurant.

Heinz Hall, $550,000
The Pittsburgh Symphony's renovation project includes modernization of the office tower and backstage passenger elevators, replacement of an air handler, replacement of the Hall's front-of-house carpeting, and renovation of the Garden Room, Overlook Room, and Grand Tier lounges.

Hill Top Villas, $800,000
This project will provide for 48 units of affordable senior housing in the City's Fairywood neighborhood.

Market Square Modernization, $5,000,000
This award offsets construction costs including demolition of cobblestone surfaces, installation of new precast pavers, upgraded electoral and irrigation systems, and construction of the Market Anchor pavilion.

Mattress Factory, $300,000
This project entails constructing a new museum entrance, renovating the existing HVAC, sprinklers, and roofs, and unifying the Main Building and Administration Building.

Mid-Atlantic Mothers' Milk Bank, $1,000,000
This project at the MAMMB facility in Bellevue including renovating the building to full functionality including replacing all original main systems.

Millvale Borough Development Corporation, $500,000
The project to transform its facility at 216 North Avenue into a Zero Energy Mixed Use Hub includes foundation micropile installation, exterior insulation and siding, and new sewer and sidewalks.

North Charles Street Affordable Homes, $500,000
The project consists of new construction of six affordable, energy-efficient, for-sale homes to be built in the Perry South neighborhood as part of larger mixed-use development plan that includes mixed-income housing.

Pittsburgh Musical Theater, $500,000
This ongoing project includes full renovation of the West End building to include full accessibility, educational learning space, and state-of-the-art theater technology.

Point Park University, $2,000,000
This project will convert the currently-vacant building at 305 Wood Street Downtown into student housing.

Pressley Ridge, $1,000,000
The renovation of the North Side facility includes a full overhaul of the Administration wing, new offices for coordinators and psychologists, updated conference rooms, and a renovated health clinic.

Riverlife, $500,000
This Allegheny Landing project adds accessible pathways, improves visibility, restores native species along the riverfront, and creates natural playscapes.
RACP is a Commonwealth grant program administered by the Office of the Budget for the acquisition and construction of regional economic, cultural, civic, recreational, and historical improvement projects. A full list of grant recipients can be found online here.
