HACP Opens Review Period for Proposed FY 2027 Housing Choice Voucher Program Utility Allowances

Pursuant to regulation 24 CFR 982.517, the Housing Authority of the City of Pittsburgh (HACP) Housing Choice Voucher (HCV) Department has completed its annual review and update of the HCV Utility Allowance Schedules.
The proposed Fiscal Year (FY) 2027 HCV Utility Allowance Schedules are available for review and comment from Sunday, Sept. 6, 2026, to Tuesday, Sept. 22, 2026. The proposed effective date of implementation is Jan. 1, 2027.

Written comments must be received by the close of business (5:00 p.m.) on Tuesday, Sept. 22, 2026.
Public Hearings to receive public comments on the proposed FY 2027 HCV Utility Allowance Schedules will be held on Wednesday, September 16, 2026, at 9:30 a.m. and 5:30 p.m. via Zoom.
