Joint Statement of President of Ukraine Volodymyr Zelenskyy and Prime Minister of the Hellenic Republic Kyriakos Mitsotakis

On November 16, 2025, at the invitation of Prime Minister of the Hellenic Republic Kyriakos Mitsotakis, President of Ukraine Volodymyr Zelenskyy paid an official visit to Greece.

This visit demonstrated the strong and enduring partnership between Greece and Ukraine, based on long historical bonds between Ukrainian and Greek peoples, shared values of democracy, human rights, respect for sovereignty, rules-based order and international law, as well as common understanding that state borders cannot be changed by force.

During the visit, President Volodymyr Zelenskyy and Prime Minister Kyriakos Mitsotakis discussed ways to strengthen cooperation aimed at restoring comprehensive, just, and lasting peace in Ukraine and ensuring stability and security in the Mediterranean and the Black Sea, South-East Europe and wider Euro-Atlantic region.

The parties reaffirmed their shared commitment to countering Russia's armed aggression and overcoming other ongoing challenges to regional stability and territorial integrity, including territorial waters, and developing bilateral relations in the spheres of security, defense, economy, protection of critical infrastructure and humanitarian aid.

The parties agreed on the following:

1. The parties emphasize the urgent need for a complete and unconditional ceasefire as a first step toward launching a genuine peace process that will ensure a comprehensive, just, and lasting peace in accordance with the principles of the UN Charter.

2. The parties underscore the importance of providing Ukraine with credible and robust security guarantees which will effectively deter any recurrence of armed aggression through strengthening of the Armed Forces of Ukraine. Greece confirms its commitment to support Ukraine on its irreversible path to full Euro-Atlantic integration, including eventual membership in the European Union. In this respect the parties will enhance cooperation in the defense industry, including through joint projects.

3. The parties highlight the importance of energy security and gas supplies and agreed to strengthen cooperation in diversifying energy sources, developing renewable energy, and restoring Ukraine's energy infrastructure damaged by Russian attacks. Greece expressed readiness to contribute its expertise and resources to enhance Ukraine's energy resilience.

4. The parties agreed to deepen defense cooperation focused on enhancing security in the maritime domain, including cooperation on the development and deployment of maritime (sea) UAVs, joint exercises and training related to unmanned maritime systems, and enhanced information-sharing on maritime threats.

5. Both sides recognized the importance of cybersecurity and agreed to develop joint initiatives to strengthen protection of critical infrastructure and counter cyber and hybrid threats targeting both nations.

6. The parties expressed a shared commitment to support international efforts to ensure the return of Ukrainian children illegally deported by the Russian Federation and to hold perpetrators accountable under the international law.

7. The parties stressed the necessity of maintaining multifaceted pressure on the Russian Federation until Russia fully withdraws from Ukrainian territory, complies with international law, and accounts for violations; they agreed to coordinate sanctions policy where appropriate to increase their effectiveness.

Prime Minister Kyriakos Mitsotakis expressed his deep respect for the resilience of the Ukrainian people and gratitude for the partnership between Greece and Ukraine. President Zelenskyy expressed gratitude to Prime Minister Mitsotakis and Greece for its consistent support of Ukraine's sovereignty and its humanitarian, political, and defense assistance.
