File No/Proposal: SDP-2025-0001 - Request for a Shoreline Substantial Development Permit to complete grading and construction of an asphalt path within the shoreline jurisdiction and buffer area, connecting the Centennial Trail with a proposed trailhead and parking area located outside the shoreline jurisdiction. This is a component of the Pines Road/BNSF Grade Separation and Centennial Trail Trailhead Project.

Written Comments: Agencies, tribes, and the public are encouraged to review and provide written comments on the proposal/project and its probable environmental impacts. Written comments may be submitted from the date of this notice, December 19, 2025, through January 19, 2026.All comments received by January 19, 2026, which is thirty-one (31) calendar days from the date of this notice, will be considered prior to making a decision on this project. Any person has the right to receive notice, and any person may request a copy of the decision for the proposal once made. Pursuant to Chapter 17.90 SVMC, appeals to decisions for Shoreline Substantial Development Permits are made to the Shorelines Hearings Board. The decision may be appealed within twenty-one (21) days from the date the Department of Ecology receives the final decision.

Parcel Number/Site Address/General Location: Parcel numbers 45033.9090, 45033.9091, 45033.9126, and 45033.9156, located south of Trent Avenue and east of Pines Road, further located in the SW ΒΌ Section 03, Township 25 North, Range 44 East, Willamette Meridian, Spokane County, Washington.

Comprehensive Plan Designation: Mixed Use (MU)

Zoning: Mixed Use (MU)

SMP Environmental Designation: Urban Conservancy, Urban Conservancy - High Quality

Other Permits: Other permits as determined may be required.

Required Studies: A habitat management plan and shoreline impact assessment and have been provided. Additional studies may be determined.

Environmental Review: A Determination of Non-Significance (DNS) for the Pines Road/BNSF Grade Separation and Centennial Trail Trailhead Project was issued pursuant to WAC 197-11-355 on September 22, 2023, with an appeal period that ended October 6, 2023.

Applicable Development Regulations: City of Spokane Valley Municipal Code (SVMC) Title 21 (Environmental Controls) and SVMC 21.50 (Shoreline Regulations) are the primary development regulations applicable to the site.

Public Hearing: The Shoreline Substantial Development permit is classified as Type II permit and will not be subject to a public hearing. This may be your only opportunity to comment on the impacts of this development.
