Secretary of State Launches Rules Advisory Committee to Strengthen Oregon Motor Voter System

The Oregon Secretary of State's Office is taking action to strengthen the Oregon Motor Voter (OMV) program by launching a Rules Advisory Committee (RAC). This committee will review and update the program's administrative rules and operations manual to ensure voter registrations are accurate, secure, and trusted. Oregonians can follow along with the progress of the RAC on the Secretary of State's website.

"This committee is about accountability and action," said Secretary of State Tobias Read. "By bringing together experts, community voices, and those on the front lines, we're making sure Oregon's voter registration system is accurate, secure, and built on trust. At the end of the day, every Oregonian deserves confidence that their vote - and their voice - counts."

The RAC will bring together election workers, staff from the Oregon Department of Transportation's Driver and Motor Vehicle Services Division (DMV), county clerks, and immigration experts to analyze findings from the independent Baker Tilly audit of OMV and recommend improvements.

The committee will hold weekly, public meetings from September 2025 through November 2025. It is anticipated that drafts of any proposed new rules will be available for public comment in December of 2025, with final rules adopted in January 2026.

The launch of the RAC follows technical and clerical errors discovered in the OMV system that resulted in over 1,800 records being improperly sent to the Secretary of State's office for registration. While many improvements to the OMV system have already been implemented, this effort will ensure that Oregon continues to build a stronger, more reliable system for all voters. At the end of this work, Oregonians can expect clearer rules and tighter safeguards in the voter registration process, reaffirming the state's commitment to fair, secure, and transparent elections.
