The message reads, in part:
"I wish to express my profound gratitude to you, dear comrade Kim Jong-un, and to everyone who helped bring this large-scale project to fruition in the shortest possible time - just in time for the anniversary of the Kursk Region's liberation from the invaders.
The Russian-Korean military brotherhood has a glorious history. In the final stages of World War II, Soviet troops, together with Korean patriots, liberated your country from Japanese colonial rule. Then, in the 1950s, they helped defend the independence of the Democratic People's Republic of Korea against foreign intervention. And now, with part of the Kursk Region under enemy occupation, Pyongyang has, in turn, come to our aid resolutely and without hesitation.
Fighting shoulder to shoulder with their Russian brothers in arms, Korean soldiers and officers have shown exceptional courage and genuine selflessness, earning themselves undying glory. Their unparalleled feats will forever remain in the hearts of every Russian citizen.
The memorial we solemnly unveil today is intended to honour the heroism of the Korean People's Army service members and the sacrifices they made for our common victory. Above all, it will stand as a visible symbol of the friendship and unity between our nations.
I am confident that, through our joint efforts, we will continue to steadily strengthen the comprehensive strategic partnership between the Russian Federation and the Democratic People's Republic of Korea.
Finally, I wish to express my heartfelt thanks to the valiant Korean soldiers who took part in the fighting in the Kursk Region, and to pay tribute to those who have fallen."
