DSU Names Dr. John R. Ballard as Next President | 3/30/26

PIERRE, S.D. - The South Dakota Board of Regents (BOR) has announced the selection of Dr. John R. Ballard as the next president of Dakota State University (DSU), following a national search that identified experienced leaders in technology-driven education.

Dr. Ballard currently serves as President of the National Intelligence University (NIU), where he leads a multi-campus institution focused on workforce-ready certificates and technology-centered degree programs. Throughout his career, he has demonstrated a strong commitment to innovation, partnerships, and measurable student outcomes; experience that aligns with DSU's mission.

"I am honored to serve Dakota State University and its incredible students as its next President. DSU's leadership in cybersecurity, technology-infused traditional education, and student success is truly inspiring, and I look forward to advancing its vitally important mission," said Dr. Ballard. "The warm welcome from the Madison community and the dedication of DSU's faculty, staff, and students reflect a proven university on the rise. I am extremely grateful to the Board of Regents for their trust, and I am very eager to serve the people of South Dakota."

As President of the NIU, Dr. Ballard has served as chief ambassador to federal and state officials, industry representatives, and the security sector, elevating the university's national profile through strategic initiatives and securing national laboratory designation. Under his leadership, NIU strengthened shared governance, expanded partnerships, and improved student outcomes, including a 10 percent increase in graduation rates over two years.

"Dr. Ballard emerged from a strong pool of candidates as a proven leader with the experience and vision to build upon Dakota State University's remarkable trajectory," said BOR President Tim Rave. "We are confident Dr. Ballard will help continue the university's momentum by advancing innovation, student success, and South Dakota's leadership in cybersecurity and technology."

Dr. Ballard's leadership spans three continents, including roles in New Zealand and the United Arab Emirates, and senior positions in Virginia, Rhode Island, New York, and Washington, D.C. He was the first Provost of the U.S. Merchant Marine Academy, where he helped recover accreditation and modernize the curriculum. He serves on the executive committee of the Consortium of Universities of the Washington Metropolitan Area and has written seven books and numerous articles on national security and leadership.

Dr. Ballard holds a B.S. from the U.S. Naval Academy, an M.A. from California State University, Dominguez Hills, and a Ph.D. from The Catholic University of America.

Dr. Ballard will assume his new role this June.
