Yesterday, Rep. Eli Crane (R-AZ) joined Secretary Scott Turner of the U.S. Department of Housing and Urban Development (HUD) to discuss expanding access to affordable housing across Arizona. Throughout the day, they toured two home manufacturers, Cavco Industries and Champion Homes, to strengthen public-private partnerships and identify ways to lower costs for homebuyers.
Factory-built homes are constructed inside a controlled facility before being transported to their final site. This method allows producers to purchase materials in bulk, standardize their processes, and limit weather delays. As a result, projects are often completed faster and for less than traditional on-site construction. Since taking office, Secretary Turner has worked to make homeownership a reality for more Americans. Collaborating with industry is central to that mission and helps bring more of these homes to market.
In the morning, Rep. Crane and Secretary Turner started at Cavco's manufacturing plant in Phoenix. The company, founded in the Valley in 1965, has grown into one of the nation's leading off-site builders. Its catalog includes manufactured and modular homes, as well as park model RVs. Today, Cavco employs hundreds of Arizonans and strives to keep quality housing within reach of working families. During the visit, Cavco's team guided the group across the production floor and through one of the company's homes.
Along the way, Rep. Crane and Secretary Turner discussed the importance of modernizing outdated codes and rolling back burdensome regulations that inflate construction costs. They also touched on the Trump administration's efforts to overhaul the federal approach to homelessness. HUD is now shifting away from Housing First policies to prioritize treatment, recovery, and self-sufficiency. Rep. Crane commended Secretary Turner's leadership in driving this reform.
Later that afternoon, Rep. Crane and Secretary Turner visited Champion Homes' plant within Arizona's Second Congressional District. Headquartered in Michigan, Champion operates 46 production facilities across North America. Over the summer, the company broadened its reach in Arizona by acquiring Homes Direct, one of the largest independent manufactured and modular home dealers in the western U.S.
On site, Champion's team walked the group along the assembly line before talking through shared priorities. Rep. Crane stressed that reducing red tape is essential to lowering prices and keeping homeownership attainable for local buyers. He praised Champion for producing quality homes and supporting jobs across the region.
"I'm grateful to Secretary Turner for visiting our state and for his tireless commitment to helping more families become homeowners across the country. As HUD Secretary, he has disrupted business as usual and advanced policies that put hardworking citizens first. Engagements like these demonstrate what government and the private sector can accomplish together, and we're thankful to Cavco Industries and Champion Homes for opening their doors and partnering with us on solutions. I look forward to building on this progress as we fight to cut costs and expand housing options for Arizonans," said Rep. Crane.
"Congressman Crane and I saw firsthand how Arizonans are building innovative housing products and increasing supply to make housing more affordable for all Americans. The Trump Administration will continue to work closely with the private sector to unlock the American Dream of homeownership for more Arizona families. I'm thankful for Congressman Crane's commitment to housing affordability and availability for the people of Arizona's Second District," said Secretary Turner.
