Arcadia Police Seek Information in Sexual Abuse Case

On October 21, 2025, at approximately 12:15 p.m., Arcadia Police officers were made aware of a possible sexual abuse incident involving a female juvenile and an adult male. Patrol officers initiated an investigation, interviewed the juvenile victim, and learned that on October 20, 2025, the victim met with the adult male, who was her tutor.

The tutor drove the victim to his residence in the City of Arcadia. While there, the suspect convinced the victim to allow him to give her a massage. During the massage, the suspect inappropriately touched the victim. The victim became uncomfortable and asked the suspect to take her home.

Following the initial report, Arcadia Police Department detectives assumed control of the investigation. During follow-up interviews, detectives learned the suspect had contacted the victim via text messages after the incident. Detectives reviewed the messages and discovered the suspect was parked outside the victim's home. Detectives immediately responded to the location and located the suspect in front of the residence.

Based on the initial report and follow-up investigation, officers and detectives contacted and arrested the suspect, identified as Tsungyu Chien, a 57-year-old male resident of Arcadia. Chien was booked at the Arcadia Police Department jail for the following charges:

  • PC 243.4 - Sexual Battery
  • PC 289(a)(1)(C) - Sexual Penetration with a Foreign Object
  • PC 647.6(a)(1) - Child Annoyance
Due to Chien's work as a tutor and his potential contact with other juveniles, detectives are seeking to identify any additional victims.
