Congresswoman Ramirez Moves to Subpoena DHS Secretary for Murder of Chicago Immigrant, Grilling of Unaccompanied Minors by ICE

Washington, DC-Today, Congresswoman Delia C. Ramirez (IL-03) presented a motion to subpoena Department of Homeland Security Secretary Kristi Noem in the Oversight, Accountability, and Investigations Subcommittee of the Committee on Homeland Security. Her action follows increased immigration enforcement activities in Chicagoland that resulted in the murder of Silverio Villegas González by DHS agents and the aggressive questioning of unaccompanied minors by ICE.

After the Congresswoman's remarks, she proceeded to make the motion to subpoena Kristi Noem. Committee on Homeland Security Republicans then delayed committee proceedings for 20 minutes while their colleagues, who were not previously in attendance, made their way to the Committee room.

The full remarks as prepared for delivery included below:

• DHS is a national security threat.
• I call it a terror force with good reason. Men in masks, unmarked cars, no badges, no body cameras, and arrests without valid warrants all result in fear, chaos and harm.
• I want to show 2 clips: 1) shows DHS agents engaging children whose family members were just abducted, and 2) shows the murder of Silverio Villegas González by DHS agents.
• Let's break it down.
• In the first video:
  • THE LIE:ICE encountered a mother and her two children who weren't detained.
  • THE FACTS:
    • ICE detained a mother, a father and their son, a college student and Dreamer.
    • They encountered the couple's three other children, and aggressively questioned a 12 and a 10 year old.
• Given that we know that the parents had no public criminal record, how did DHS agents know to pull them over? We know, it's because they are brown.
• I cannot imagine a parent in this room who would accept their children being questioned without an adult.
• If any of my colleagues are at peace with this - or would justify it - miss me with your "family values."
• In the second video:
  • THE LIE: "he dragged an Ice officer"
  • THE FACT:No one was dragged.
  • THE LIE:"he drove at agents"
  • THE FACT:He drove away from agents
  • THE LIE:"Used appropriate force"
  • THE FACT:The agent shot Silverio dead.
  • THE LIE: Silverio "had a history of reckless driving"
  • THE FACT:He had just one moving violation-speeding- in May 2013.
• A traffic violation should never amount to a death sentence. DHS is out of control, and their criminal recklessness orphaned Silverio's two children on Friday.
• We demand a full and thorough investigation into what happened. Every death at the hands of ICE, every family separated, every orphan created is Kristi Noem's responsibility.
• Mr. Chair,pursuant to clause 2(k)(6) of rule 11, I move that the Committee subpoena Kristi Noem.

BACKGROUND:

On May 14, 2025, Congresswoman Ramirez demanded Homeland Security Secretary Kristi Noem's resignation after confirming her understanding of her constitutional duties and confronting her with her unconstitutional, illegal weaponization of DHS to pursue a campaign of persecution, mass incarceration, and deportation. During her questioning of Secretary Noem, Congresswoman Ramirez slammed Noem for profiling and dehumanizing individuals, betraying the constitutional commitment to due process, undermining court orders, breaking the law, engaging in corruption, and weaponizing the immigration system to violate our civil rights.
