The plan outlines the Council's priorities to address the needs of people with intellectual and developmental disabilities (I/DD) and their families across Vermont. Because resources are limited, the plan focuses on key areas where the Council can have the greatest impact.


A 45-day public comment period is now open and will run through July 2, 2026.


Key Priority Areas

The draft plan focuses on three main areas:

  • Grassroots Advocacy: Educating and supporting individuals with I/DD and their family members to speak up and advocate for the services they need.
  • Gaps in Services: Expanding access to housing, information about services, and a well-trained, direct care workforce. Addressing emergency needs during a disaster if one occurs.
  • Advocacy: Seeking changes in state laws and policies that impact people with I/DD and their families. This includes helping self-advocates and parents to share their lived experiences with decision makers.
