Sparks, NV - The following are highlights from the August 10, 2026, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • The city clerk announced two vacancies on the Sparks Building Code Board of Appeals, one a registered professional structural/civil engineer and one mechanical engineer or a mechanical/plumbing contractor. Each is for two-year terms ending September 30, 2028. Applications will be accepted until August 28, 2026, at 5 p.m. and can be found at cityofsparks.us/getinvolved.
  • Nick Tscheekar, Executive Director of Truckee Meadows Tomorrow, gave an update on the organization's work and shared information about trends and issues impacting the Truckee Meadows community.
  • Chad Kingsley, District Health Officer of Northern Nevada Public Health, provided a semi-annual update on the agency's activities and current public health matters impacting the region.

General Business

Council discussed the fact-finder's report and recommendations regarding collective bargaining negotiations between the City and Operating Engineers Local No. 3, Skilled Workforce (OE3), under NRS 288.200(8).

Council approved:

  • A resolution implementing the Dogs in the Workplace policy.
  • A resolution governing Executive Management employees for FY27-FY29, with estimated cost impacts of $45,402 in FY27.

Public Hearing and Action Items Unrelated to Planning and Zoning

Council held a public hearing and approved the successor Collective Bargaining Agreement between the City of Sparks and Operating Engineers Local Union No. 3, Skilled Workforce Unit, for FY26 and FY27 with estimated cost impacts of $143,167 in the general fund and $385,663 in all other funds in FY27.
