Meeting with the founders of the Rogun Hydropower Plant

On August 21, the President of the Republic of Tajikistan, Leader of the Nation, Honorable Emomali Rahmon, met with the founders of the Rogun Hydropower Plant in the city of Rogun.

First, the Head of State, Emomali Rahmon, recalled the achievements of the 35th anniversary of independence, including the construction and reconstruction of thousands of kilometers of international and domestic roads, hydroelectric power plants, power transmission lines, substations, industrial enterprises, and educational and healthcare institutions, and congratulated all participants of the meeting on the anniversary of this national holiday.

It was emphasized that the construction of the Rogun Hydropower Plant is also one of the most important achievements of the independence era.

The Head of State, Emomali Rahmon, summed up the review of the status of work at the facility and set new tasks for the expansion of construction work for the founders of the plant.

The Leader of the Nation, Emomali Rahmon, expressed his gratitude to the leaders and employees of foreign partner companies, engineers, specialists, and builders who are working hard in this field of construction with determination and a high sense of patriotism.

It was said that by building and putting into operation Rogun, we will ensure the prosperous present and future of our beloved Tajikistan and the prosperous life of present and future generations.

It was emphasized that in 2025, the Government of the country allocated a total of 8.1 billion somoni from the republican budget for the construction of the power plant.

In 2026, 11.4 billion somoni are planned. In the first 7 months of this year, 8.4 billion somoni were spent on construction and installation works from all sources of financing.

In general, from 2008 to the present, the Government of the country has allocated 60.3 billion somoni from the state budget and other sources for the construction and rehabilitation of the power plant.

It was noted that currently more than 20 thousand workers and engineering and technical personnel work at the power plant, and the number of machines and mechanisms has reached 4,000.

His Excellency Emomali Rahmon instructed the customer - Rogun Hydropower Plant Joint Stock Company - to systematically regulate and coordinate the work process between all lots and ensure the implementation of the approved schedules.

Regarding Lot 1, it was instructed that Rogun Hydropower Plant JSC, together with the Lot 1 contractor, should take all necessary measures to put unit number 4 into operation in September 2027.

Representatives of Lot 3 - the management of the Rogun Hydropower Plant JSC and the Tajikhydroelectromontage Company - were instructed to eliminate the existing backlogs, further increase the pace of work, and ensure the high-quality and timely implementation of all works related to Lot 3, despite the work already carried out.

It was noted that the construction of the left-bank facility, i.e. Lot 4, is also considered one of the most important sections of the project.

The President of the country, Emomali Rahmon, reminded that all construction work on the Rogun HPP must be carried out with strict adherence to quality requirements, the use of advanced global technologies, and in accordance with international standards.

The responsible parties were required to comprehensively ensure the stability, reliability, and safety of the work.

Emomali Rahmon drew the attention of the responsible parties primarily to the issues of protecting the lives and health of builders, creating decent working and living conditions, and strict adherence to production safety requirements.

During his speech, the Head of State, Emomali Rahmon, paid special attention to the timely resolution of social issues of residents of the flooded area.

The State Institution of the Directorate of the Rogun Hydropower Plant Flood Zone, relevant ministries and agencies, and local executive bodies of state power were tasked with ensuring the timely implementation of all measures and creating decent living conditions for each relocated family.

Analyzing the financing situation of the large-scale project to build the power plant, the Leader of the Nation, Emomali Rahmon, stated that the construction of the Rogun Hydropower Plant is progressing at a good pace and a reliable basis has been created for its completion within the established deadlines.

His Excellency Emomali Rahmon set a number of tasks for the relevant structures and authorities in order to carry out construction work in a high-quality and timely manner, to commission the next facilities and capacities of the power plant within the established deadlines, to strengthen cooperation with international development partners, and to fully fulfill contractual obligations.

In particular, it was instructed to take the necessary measures to put the intermediate facilities and the next capacities of the power plant into operation within the established deadlines.

The responsible persons were required to ensure the mandatory implementation of the works in accordance with the approved schedule and to place their coordination under strict control.

The relevant structures were instructed to use all opportunities and resources to ensure timely payment for the work completed, the purchase of construction materials, equipment, and fuel.

In conclusion, the Head of State, Emomali Rahmon, stated that "I have full confidence in the responsibility, experience, and honest work of the Roghun builders."

After the speech of the Leader of the Nation, Emomali Rahmon, the Prime Minister of the country, Kokhir Rasulzoda, reported on the results of the work.
