Last week, we shared details about the One Nation, One Visa Policy Actthat I introduced alongside Senator Rick Scott (FL) and Representative Chip Roy (TX-21).
As a recap, the Obama administration created a categorical parole program that allows Chinese nationals to travel to a U.S. territory, known as the Northern Mariana Islands, without obtaining a traditional U.S. tourist visa. The Biden administration later expanded it even further.
This has created a significant issue known as "birth tourism." Under this practice, pregnant women travel to U.S. soil specifically to give birth and secure U.S. citizenship for their children.
As these children reach adulthood, they could potentially vote in American elections despite being largely raised in China and having limited ties or allegiance to the United States.
The situation has become so widespread in the Northern Mariana Islands that in recent years more babies have been born there to Chinese mothers than to legal U.S. residents.
This is a significant national security concern, and this week we learned even more alarming details.
During a Senate Judiciary Subcommittee hearing, testimony revealed that more than 1,000 birth-tourism companies operating in China are specifically targeting the United States, and that approximately 1 million U.S. citizens are being raised in Communist China.
An entire industry has been built around exploiting loopholes in America's immigration system, and we must put an end to it.
That's why I introduced the One Nation, One Visa Policy Act, which would end the visa-free loopholes that began under President Obama.
It's also why Representative Roy and I sent a letter this week asking the Trump administration to provide key data, including how many children have been born since 2009 to at least one Chinese national parent, how many have reached voting age, and how many are registered to vote in the United States. U.S. citizenship should never be treated like a souvenir picked up during a foreign vacation. It is sacred, and one of the greatest privileges in the world.
I have also cosponsored legislation to end the abuse of birthright citizenship. The Birthright Citizenship Act restores the original intent of the 14th Amendment by ensuring that automatic citizenship is granted only to children born in the United States with at least one parent who is a U.S. citizen, a lawful permanent resident, or a lawful immigrant serving in the United States Armed Forces.
Communist China, foreign adversaries, and those who enter our country illegally should not be allowed to exploit America's generosity. The safety and security of the American people must come first.

Democrats put Americans at risk
On day 28 of the Department of Homeland Security (DHS) shutdown, one thing remains clear: the Left cares more about illegal aliens than keeping American citizens safe. Senate Democrats have now voted four times to continue this reckless shutdown, and Americans are feeling the pain. Most notably through TSA wait times, where travelers are being advised to arrive three to four hours early, and officials are advising that this could worsen as spring break travel ramps up. And while the extended wait periods are an inconvenience for travelers, for the third time in nearly six months, TSA agents are being forced to work without pay. Some are even leaving their jobs just to provide for their families. Additionally, when the very mechanism that is supposed to keep our homeland secure is forced to remain shut down, Americans' safety is at risk. For example, in New York City, two individuals who claimed allegiance to the Islamic State have been charged with carrying out an ISIS-inspired IED attack. In Austin, three victims are dead after a terrorist-motivated shooting by a radical wearing a "Property of Allah" sweatshirt. In Michigan, a driver ran a bomb-filled vehicle into a synagogue with 140 students inside. In Virginia, a person who was released from prison early by the Biden administrationafter supporting ISIS carried out a shooting. Yet, amid this uptick in acts of domestic terrorism, Democrats are keeping DHS shut down. I'm calling on Senate Democrats, including Senator Baldwin, to wake up and put the safety of the American people first.
Honoring Wisconsin's Heroes
Recently, I joined Rep. Scott Fitzgerald (WI-05) and the other Republicans from Wisconsin in helping introduce legislation that would authorize Wisconsin memorials at Antietam National Battlefield and Manassas National Battlefield Park. Specifically, the monuments would memorialize the Second, Third, Fifth, Sixth, and Seventh Wisconsin Infantry Regiments from the Civil War. Currently, many other states from the Union have memorials located at these battlefields, but Wisconsin is not represented. This is despite Wisconsin's famed Iron Brigade taking part in battle at both sites, and hundreds of men from Wisconsin were killed, wounded, or missing at both Antietam and the Second Battle of Bull Run at Manassas. Their bravery and sacrifice are more than deserving of being honored, which is why the Wisconsin legislature authorized a monument commission all the way back in 1913 to consider the construction of monuments at both sites. However, the commission was not successful, so now over a century later, it is about time we honor these men at each battlefield.

Preserving privacy and our 2A rights
Our Second Amendment is an indispensable right, and the protection of privacy is a fundamental American value. However, far-left liberals are constantly trying to strip these rights away. During the Biden administration, the U.S. Bureau of Alcohol, Tobacco, and Firearms (ATF) illegally attempted to create a national firearm registry - a centralized database containing information on every gun sold and personal information about their owners. Illegal gun registries are not only a violation of our privacy but have consistently been used by both federal and state governments to expand gun control measures and firearm confiscation mostly hurting lawful firearm owners. In order to prevent any such registry in the future, I cosponsored Representative Paul Gosar's (AZ-09) Gun-owner Registration Information Protection (GRIP) Act. The bill prevents any federal funds from being used by local or state governments to create, maintain, or expand firearm owner registries. Your taxpayer dollars should not be used to target your Second Amendment rights, and this bill will put an end to this un-American practice.
Continuing the stand against CBDC surveillance
As Telegramreaders may know, a Central Bank Digital Currency (CBDC) is a digital form of sovereign currency issued by a central government. In 2025, President Trump signed an Executive Order that revoked the Biden-era Executive Order 14067. If implemented, the Biden order would leave Americans vulnerable to surveillance and control over their financial transactions. Last week, I joined 31 Members of Congress on a letter demanding that the 21st Century ROAD to Housing Act be fixed, since the bill's temporary language leaves loopholes that could serve as an on-ramp to a CBDC. In the past, I have cosponsored the Anti-CBDC Surveillance State Act. This bill aims not only to ban CBDCs but also to prevent the Federal Reserve from issuing one in the future. Americans should never have to worry that their own government could use digital currency as a tool to monitor or control their personal spending.
