Newport News, VA - The City of Newport News has appointed Torrance J. Archie as the new Director of Parks and Recreation, effective September 8, 2025. He brings over 25 years of experience in parks and recreation, community engagement, and strategic innovation, including 18 years with the County of Henrico.
As Director, Archie oversees the city's extensive network of parks, recreational facilities, athletic programs, youth and family services, and community events. In this role, he guides the department's vision to create inclusive spaces that enhance the quality of life for residents of all ages.

"His proven record of innovation, equity-driven programming, and operational excellence makes him an outstanding fit for our community. We are confident he will strengthen partnerships, expand opportunities, and deliver exceptional services to residents."
Archie joins Newport News from Henrico County's Recreation and Parks Department, where he most recently served as Assistant Director of Recreation Services. In this capacity, he provided strategic oversight for 15 facilities, directly supervised four full-time professionals, and managed a team of more than 160 full- and part-time staff. He also led budget development, strategic planning, and community-responsive program implementation.
During his tenure with Henrico County, Archie also served in a variety of leadership roles, including Assistant Divisional Director (Community Operations), Recreation Manager, Recreation Coordinator II, and Senior Recreation Coordinator. These positions provided him with a comprehensive understanding of all facets of recreation services, encompassing program development, facility operations, strategic planning, and staff leadership.
Archie is a Certified Park and Recreation Professional (CPRP). He holds a Bachelor of Science in Education (Recreation, Parks, and Tourism) from Virginia Commonwealth University and an Associate of Arts in General Studies from Daytona Beach Community College.
