Description:

The County of Sonoma Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for Building Use for Peer Wellness Center Services.

Overview:

The County intends to award two revocable license agreements to a single operator for the use of these facilities to provide recovery-oriented, peer-led behavioral health services designed to promote hope, empowerment, community connection, and improved quality of life for adults experiencing serious behavioral health challenges.

Both Peer Wellness Center locations are County-leased facilities and will be provided to the selected contractor rent-free under revocable license agreements for the duration of the services agreement contract term. The selected contractor will be responsible for the day-today operation, staffing, programming, and routine upkeep of both sites in accordance with County requirements.

Pre-Bid Conference:

An optional virtual pre-bid conference webinar will be held online via Zoom on Friday, April 17 at 11:00 AM to answer questions regarding the RFP specifications and process.

Proposers are required to submit any and all questions in writing per the schedule in order for staff to prepare written responses. Written responses will be shared with all potential proposers through an addendum on the County's Supplier Portal.

Living Wage:

The living wage rate required under the County's Living Wage Ordinance (LWO) has increased from $18.10 to $23.15 per hour effective July 1, 2025. The adjustment was adopted by the County's Board of Supervisors on January 14, 2025, in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
