Attorney General Kathy Jennings has announced the sentencing of William Conard, 37, of Harrington in two child rape cases.

On October 8, 2026, William Conard was sentenced to 30 years of Level V prison after previously pleading guilty to two counts of Rape 2nd Degree on May 26, 2026 and two counts of Rape 3rd Degree on August 11, 2026. These cases involved two separate victims who were both juveniles at the time of their victimization.

"This level of violence is unthinkable, especially when committed against a child," said Attorney General Kathy Jennings. "I am deeply thankful to our prosecutors and our partners in the Delaware State Police for their outstanding work in these cases and strongly encourage anyone with information about additional abuse to come forward so that justice may be done. My heart goes out to the victims and their families as they heal."

An investigation led by Delaware State Police found that Conard, over a period of several years until the time of his arrest in October of 2025, raped an 11-year-old victim from Harrington.

The initial investigation by Delaware State Police led to the identification of an additional victim. That victim, now an adult, was abused multiple times by Conard over a period of several years, also in Harrington. The abuse occurred from approximately 2005 to 2007 while the victim was aged 6-8 years old.

The DOJ believes that additional victims may exist. To report abuse by this defendant, please contact Sgt. Taylor at Delaware State Police, Troop 3, at 302-698-8547.

The DOJ reminds the public that charges are allegations and that all defendants are entitled to a presumption of innocence until they have been proven guilty.
