As part of ongoing construction in the Downtown area, several streets will experience temporary closures associated with the Downtown Improvement Project and the Consent Decree Group 2 Capacity Improvements. Drivers are encouraged to use caution when traveling through the area and to follow posted detours.
Current Closures and Construction Activity
College Avenue (Downtown Improvement Project) - College Avenue is closed between Ferguson Street and Erwin Street for infrastructure improvements connected to the Downtown Improvement Project.
Erwin Street (Downtown Improvement Project) - Erwin Street is closed to through traffic between Bois D'Arc Avenue and Spring Avenue while crews complete utility upgrades and brick street replacement.
Erwin Street at College Avenue (Downtown Improvement Project) - The sidewalk fence at the corner of Erwin Street and College Avenue will shift slightly as crews begin work on the lines beneath the sidewalk. The sidewalk will remain open and will be aligned with the existing fencing along Erwin Street.

West Elm Street between College Avenue and Broadway Avenue (Consent Decree) - Crews have completed work on the east side of Elm Street and are now removing bricks and placing temporary asphalt on the west side. This phase will take a few days and improve driving conditions in preparation for the next steps of the Consent Decree project.
Elm Street between College Avenue and Broadway Avenue (Consent Decree) - After Thanksgiving, this section of Elm Street will close for approximately one month for underground utility work. Detour signage will be posted to direct traffic to alternate routes for accessing the Fair Plaza Parking Garage.
December Consent Decree Work
College Avenue (Consent Decree Project) - Crews will begin the next phase of Consent Decree utility work along College Avenue in December. Portions of the roadway will be temporarily closed as crews pothole, remove surface materials, and prepare for pipe installation.
Bois D'Arc Avenue (Consent Decree Project) - Following work on Elm Street, crews will move to Bois D'Arc Avenue to remove bricks, place temporary asphalt, and prepare for underground improvements.
Vehicle access, business access, parking, and sidewalks will remain available where possible. Drivers are urged to follow marked detour routes and allow extra time when traveling through Downtown.
