Insurance Europe has launched The Cake Test, a new campaign and microsite that set out what real digital simplification should look like under the European Commission's upcoming Digital Omnibus package.
The Digital Omnibus will update a number of EU digital laws - including the AI Act, Data Act, Cyber Resilience Act and DORA - to make them easier to apply and more consistent in practice. Insurance Europe strongly supports this objective, while calling for simplification that removes duplication and helps frameworks work together more effectively.
In our paper Insurance Europe messages on the upcoming Digital Omnibus, we stress that simplification should not create new processes, but should instead ensure consistency between existing frameworks and remove unnecessary administrative layers.
The campaign translates this message into an accessible format, using the metaphor of a recipe to show how "good regulation, like a good cake, works best when the ingredients are clear, balanced and used in the right order." Each of the seven steps - from 'Know what's inside' to 'Taste before serving' - reflects a core Insurance Europe recommendation.
