From Scale to Impact: Introducing PayPal’s 2025 Global Impact Report

Serving merchants and consumers across approximately 200 markets, with the infrastructure to match, puts PayPal in a position to leverage our scale as a genuine force for opportunity and progress.

Our 2025 Global Impact Report highlights the strides we've made across four priority areas: investing in our employees, helping small businesses and communities thrive, strengthening trust through responsible business practices, and advancing sustainable operations. This includes introducing new 2030 targets to further accelerate our impact.

Supporting Our People

Our people are core to our success, and we're committed to creating a workplace where everyone can do their best work and feel a strong sense of community.

In 2025, our learning and development efforts focused on building a high-performance culture where every employee can grow and thrive. We hosted PayPal's first AI Summit, bringing employees together to build a shared understanding of how AI is reshaping work, and a global Learn-a-Thon that united more than 4,500 employees in interactive sessions to build practical skills, from navigating change with resilience to using AI to boost everyday productivity. Throughout the year, employees logged 800,000 learning hours, averaging 33 hours per person, reflecting our ongoing investment in our people and our belief that continuous learning is key to individual and collective success.

Empowering Small Businesses and Communities

We're focused on helping people and small businesses succeed in the digital economy. To accelerate our impact focus and measure its progress, we recently introduced a new social impact target to support 25 million people and small businesses with the resources, skills, and training they need to thrive in the digital economy by 2030. In 2025, PayPal marked 20 years of partnering with Kiva.org, contributing more than $19 million in waived payment processing to the nonprofit crowdfunding platform. Together, we've helped facilitate $2.4 billion in loans to small businesses across 80+ countries, expanding access to capital in communities where traditional financing can be out of reach. Last year, we also continued to support communities in times of need. Following the Los Angeles wildfires in January 2025, we mobilized our platform and partners to raise more than $20 million to support immediate relief and long-term relief recovery efforts.

Maintaining Trust Through Responsible Practices

Trust is foundational to everything we do. We continue to strengthen governance, enhance customer and platform protections, and uphold high standards for ethical business practices.

In 2025, we advanced our AI governance framework to further guide the responsible development and use of AI within our business. We also maintained a strong focus on transparency, risk management, and accountability, demonstrated by 100% employee completion of our Code of Business Conduct training.

Environmental Sustainability

We're integrating environmental sustainability into how we operate to build long-term resilience for our business and our customers. We've made meaningful strides toward our climate targets, including reducing operational greenhouse gas emissions 79% since our 2019 base year. Building on this momentum, we introduced new medium-term 2030 climate targets, including an updated supplier target. These efforts support our long-term goal to reach net-zero emissions by 2040.
