ILO/China Partnership Programme
The initiative enables Lao teachers and students to enhance skills in electrical and electronic technology and new energy vehicles (NEVs) through South-South Cooperation.

VIENTIANE (ILO News) -Teachers and students from a vocational education and training (TVET) institution in the Lao People's Democratic Republic have strengthened their knowledge and skills in electrical and electronic technology and new energy vehicles (NEVs) through an online training programme supported by the International Labour Organization (ILO).
Seventeen teachers and 33 students from Luangprabang Technical Vocational College participated in the training, which was conducted online from 15 to 26 June 2026 by experts from China's Qingdao Technicians College.
The initiative was supported by the ILO, through the ILO/China Partnership Project on Strengthening Skills Development in ASEAN through South-South and Triangular Cooperation. The training programme aimed at strengthening skills development and promoting green skills in the Lao People's Democratic Republic.
Participants received training in electrical and electronic technology, including motor forward and reverse control circuit schematic diagrams and an introduction to Programmable Logic Controllers (PLC).
The programme also introduced participants to new energy vehicles (NEVs), covering charging systems, high voltage battery service, high- and low-voltage control system service, and engine system servicing.
In addition to technical knowledge, participants enhanced their understanding of occupational safety related to electrical and electronic technology and NEVs.
Liu Xingyi, Vice President of Qingdao Technicians College, and Anouvong Sisouphan, Deputy Director of Luangprabang Technical Vocational College, expressed their appreciation for the ILO/China Partnership Project for providing technical support to strengthen the South-South cooperation network and promote skills development.
Under the framework of the ILO/China Partnership Programme on Skills Development in the Lao People's Democratic Republic, the two institutions will continue to leverage the South-South Cooperation to strengthen friendship, exchange training of trainers to build institutional capacity, and enhance cooperation to develop high-quality skills that respond to the needs of industry and the labour market in the Lao People's Democratic Republic.
