Government proposal on adoption and implementation of social security agreement between Finland and Uruguay circulated for comments

The Ministry of Social Affairs and Health is requesting comments on the draft government proposal on the adoption and implementation of the social security agreement between Finland and Uruguay. The agreement would make it easier for workers to move between the two countries and would facilitate the operations of businesses. The deadline for submitting comments is 30 June 2026.

More and more workers have been posted from Finland to Uruguay, for example due to investments in the forest industry. As mobility between the two countries has increased, so has the need for a joint social security agreement.

Last year, Finland and Uruguay signed a social security agreement concerning earnings-related pensions for workers and entrepreneurs moving between the two countries. It is now proposed that Parliament approve agreement and the Act bringing into force its provisions of a legislative nature.

Agreement will make it easier to move between Finland and Uruguay

Under the new social security agreement, workers posted from one country to the other for a maximum period of two years would be covered by earnings-related pension insurance in their country of origin and would be exempt from pension contributions in the target country. The period could be extended by another two years with the prior agreement of the Finnish Centre for Pensions and the competent authority in Uruguay.

The agreement would also ensure that accrued earnings-related pensions can be paid from one country to the other. In addition, the agreement contains provisions in line with international practice on the consideration of insurance periods, the calculation of pensions, the implementation of the agreement and administrative cooperation.

For the agreement to enter into force, it must be ratified by both countries. The agreement would enter into force on the first day of the third month following the date when the contracting states have notified one another that their constitutional requirements for the entry into force of the agreement have been fulfilled. Provisions regarding the entry into force of the proposed Act will be issued by government decree.
