Get Out and Stay Out: Denaturalized Liberian Child Rapist Self Deported to Europe on a One-way Flight Out of the United States

RALEIGH, N.C.- On October 12, 2026, Cyril Domaquik Clemens, 72, a Liberian native, and convicted child rapist, self-deported by boarding a one-way flight from RDU International Airport to Europe. In late September 2026, a federal judge sentenced Clemens for naturalization fraud and revoked his naturalized U.S. citizenship. The Judge ordered him to self-deport at his own expense. About three weeks later, while under the constant supervision of the U.S. Probation Office, the U.S. Attorney's Office in the Eastern District of North Carolina made sure that he left the United States once and for all.

"We will always fight to protect our children, God's most perfect blessing for each parent and the community, from the evil that lurks in the shadows. To have a noncitizen committing these heinous crimes against a 4-year-old child right here in Eastern North Carolina while lying on his application to fraudulently obtain the privilege of citizenship in this United States, the greatest country now or ever, is a shocking betrayal," said U.S. Attorney Ellis Boyle. "We applaud the court for ordering that this spider self deport after being stripped of his citizenship, and you better believe we watched him until he did just that. Promises made, promises kept: Get Out and Stay Out."

Clemen's reign of horrific, deplorable child rape began in November of 2011 when he began sexually molesting a 4-year-old child. This continued for over a decade until he was arrested and convicted in North Carolina State court. On April 3, 2023, in Durham County North Carolina Superior Court, Clemens pleaded guilty to three counts of indecent liberties with a child. The North Carolina Superior Court Judge sentenced him to prison for a range from 16 to 29 months and ordered him to register as a sex offender.

Clemens confessed to sexually molesting and raping the 4-year-old child from November 2011, through March 2022. Clemens committed these crimes before he lied in his application to become a citizen submitted to U.S. Citizenship and Immigration Services (CIS). But, CIS did not know about his lies at that time because the state law enforcement officers did not arrest him until after he engaged in the solemn ceremony to be naturalized.

During the investigation, law enforcement officials discovered Clemens knowingly made materially false statements under penalty of perjury on his naturalization application paperwork. During a naturalization interview process with CIS, he responded "No" to the questions "Were you EVER involved in any way with any of the following…[f]orcing or trying to force, someone to have any kind of sexual contact or relations?" and "Have you EVER committed, assisted in committing, or attempted to commit, a crime or offense for which you were NOT arrested?" Both these answers were lies. Clemens took the oath of citizenship and naturalized on February 19, 2021. If CIS had known about his crimes prior to his application and ceremony, he would have never been granted the honor of citizenship.

ICE ERO, HSI agents assigned to the Document and Benefit Fraud Task Force, along with CIS's Fraud Detection and National Security division, investigated the case as part of Operation False Haven - an ongoing initiative designed to aggressively target child molesters and other egregious felons who fraudulently obtain immigration benefits. They also worked with U.S. Probation to ensure that this child rapist Liberian noncitizen boarded a plane at his own expense to self deport and never return to the United States.

Ellis Boyle, U.S. Attorney for the Eastern District of North Carolina, made the announcement.
