Board Adopts Plan Showing Sufficient Supplies for Decades

Decades of investment position agency as an innovator in water management

The San Diego County Water Authority Board of Directors adopted the 2025 Urban Water Management Plan (UWMP) and Water Shortage Contingency Plan (WSCP), reaffirming the region's long-term water supply reliability through at least 2050.

Every five years, the UWMP evaluates future water demands, available supplies, conservation savings, and supply reliability under a range of hydrologic conditions. The WSCP outlines actions the region can take to prepare for and respond to potential water shortages, helping ensure continued reliability during droughts and other supply challenges.

The 2025 UWMP shows that the San Diego region is positioned to meet projected water demands through 2050, including during multiple dry years, due to decades of investments in a diversified water supply portfolio that includes Colorado River supplies, State Water Project supplies, water transfers, desalination, water use efficiency, recycled water, potable reuse, groundwater development, and regional storage programs. The plan also recognizes the growing role of local water supply development in strengthening regional water reliability.

In addition, the plan reflects recent out-of-region exchange agreements and updated demand forecasts developed in coordination with the Water Authority's member agencies. After accounting for those factors, the plan still shows that existing and planned water supplies will meet projected demands through the 25-year planning horizon.

"San Diego County has one of the most diverse and resilient water supply portfolios in the nation," said Water Authority Board Chair Nick Serrano. "The 2025 UWMP demonstrates how decades of planning and investment have positioned our region to meet future water needs while maintaining reliability in an increasingly uncertain water supply environment."

Development of the UWMP and WSCP included coordination with the Water Authority's 22 member agencies, a public review process, and a public hearing. The 2025 UWMP reflects the state's five-year urban water management planning cycle, with adoption and submittal occurring in 2026.

The final 2025 Urban Water Management Plan and Water Shortage Contingency Plan are available here. The adopted plans will be submitted to the California Department of Water Resources by the July 1 statutory deadline.
