Labs Proposes Sales Tax Relief on Personal Care Essentials

HARRISBURG, PA - Rep. Shelby Labs (R Bucks) today announced plans to introduce legislation that would temporarily remove the sales and use tax on personal care items, including soap, shampoo, deodorant and shaving cream, as part of a broader House Republican package aimed at easing the financial burden on Pennsylvania families.

The proposal is included in the "Freedom Through Affordability" Initiative, a package of bills unveiled by House Republicans to provide targeted tax relief through a series of temporary tax exemptions.

"My legislation would provide relief on everyday essentials that families purchase every week," said Labs. "Items like soap, shampoo and deodorant are not luxuries. They are basic needs. Removing the sales and use tax on these products will help lower costs for households while providing meaningful relief at a time when many are feeling the strain of higher prices."

Labs noted that personal care products are recurring household expenses that Pennsylvanians must purchase regularly. Unlike discretionary items, these products are part of daily routines and contribute directly to health, hygiene and overall well-being.

The legislation would establish a temporary exemption from the state's sales and use tax on a defined list of personal care items. By reducing the cost of these essentials, the proposal aims to provide immediate relief to households managing higher costs for goods and services.

The measure is intended to deliver straightforward savings without creating new government programs or long-term spending commitments. It reflects a broader effort to focus on practical solutions that address rising costs and support working families.

Once formally introduced, the legislation will be referred to the appropriate House committee for consideration.
