Mr. President,
Dear Colleagues,

Good afternoon.

The recent adoption of the U.N. resolution on the Global Dialogue on Artificial Intelligence Governance and the Independent International Scientific Panel on Artificial Intelligence provides important platforms for enhanced communication, consensus building, and expanded cooperation among nations. It represents a significant step forward in global AI governance. China highly commends the efforts made by Secretary General Guterres and the Coordinators in this regard.

Today, AI technology is advancing at an accelerating pace through rapid iterations. How do we steer the right course amid the surging intelligent revolution and promote a more just and equitable global AI governance system? It is incumbent on the international community to engage in profound thinking and joint action.

In 2023, President Xi Jinping put forward the Global AI Governance Initiative. Recently at the Shanghai Cooperation Organization Tianjin Summit, President Xi proposed the Global Governance Initiative (GGI). Focusing on the pivotal questions of our times-what kind of global governance system to build and how to reform and improve global governance-the GGI addresses these challenges by contributing Chinese wisdom and presenting Chinese solutions. The spirit of the GGI is in full accord with the purposes and principles of the U.N. Charter, and holds great practical significance for global AI governance. In this connection, China advocates for the following five principles:

First, upholding sovereign equality. All countries, regardless of their size, strength and wealth, have the right to AI development. They are entitled to participate in AI development and governance, contribute to the decision making, and benefit from the results on an equal footing. Developing countries deserve greater representation and voice in global AI governance; it cannot become the exclusive purview of wealthy nations.

Second, observing international rule of law. It is imperative to uphold the purposes and principles of the U.N. Charter, resist the overstretching of the national security concept, and prevent AI from becoming an instrument of hegemony.

Third, practicing multilateralism. China supports the U.N.'s role as the main channel in global AI governance, and stands ready to work with all sides to strengthen alignment and coordination on development strategies, governance rules and technical standards, with the goal of gradually building a global AI governance framework and a set of standards that enjoy broad consensus. 

Fourth, embracing a people-centered approach. Our approach to AI should always be guided by the objective of advancing human civilization, in a way that enables all countries to share in its benefits and to drive their own economic and social development. 

Fifth, focusing on real actions. China supports the Secretary General's relevant initiatives and practical measures, and will take concrete steps to implement the Global Digital Compact and the U.N. General Assembly resolution on enhancing international cooperation on capacity building of artificial intelligence.

Mr. President,

As a responsible major country and permanent member of the U.N. Security Council, China is firmly committed to being a source of international public goods. Two days ago, China put forth the AI Plus International Cooperation Initiative, demonstrating our strong willingness to strengthen practical cooperation with all countries and harness AI to empower industries across the board. One year ago today, China released the AI Capacity Building Action Plan for Good and for All, which has extensively empowered areas such as smart healthcare, pharmaceutical R&D, agricultural yield, cross-cultural engagement, educational inclusion and disaster early warning, directly benefiting people's livelihoods worldwide. China has also organized multiple capacity-building training programs on AI to help developing countries strengthen their AI infrastructure, thereby supporting them in accelerating their intelligent transformation. 

In July this year, China initiated the establishment of the World Artificial Intelligence Cooperation Organization (WAICO), an important move by China to respond to the calls of the Global South and to promote a global governance paradigm featuring extensive consultation and joint contribution for shared benefit. China looks forward to the mutual reinforcement between WAICO and the Global Dialogue on AI Governance, as they work tirelessly toward the shared vision of unleashing AI dividends and bridging the AI divide.
