Mikhail Mishustin: Good morning, colleagues.

In line with the President's initiative, 25 cities in the Far East are being renovated under specially developed master plans. This long-term socioeconomic and spatial development programme aims to upgrade and create essential infrastructure, improve existing public spaces, and develop new ones. Importantly, this programme reflects the opinions and proposals of local residents and attracts private investment.

The project is being actively implemented and has already achieved tangible results. We witnessed this ourselves during our working visit to Blagoveshchensk.

The President has instructed us to develop similar plans for the Arctic, highlighting this topic at an international forum dedicated to the development of this strategically important territory. We must address financing issues and create mechanisms for engaging businesses and strategic investors already operating - or intending to operate - in the region.

Today, the Government has approved comprehensive plans for the socioeconomic development of backbone settlements across the Arctic macroregion. When drafting the federal budget, at least 5 percent of the total funds under relevant state programmes will be allocated to their implementation. Federal subjects must also provide corresponding expenditures in their financial plans.

Effective implementation of these tasks will help create more comfortable conditions for living, working, and tourism in the Arctic.

I would like to ask Mr Trutnev to pay special attention to maintaining a constructive dialogue with investors. You have always done this effectively, and the President consistently emphasises its importance.

Now, regarding the healthcare decision, which, as the head of state noted, is crucial for protecting the lives and health of our citizens. The key objective is to improve the accessibility and quality of medical care so that people across the country can see tangible improvements.

A comprehensive project is being implemented to this end, including the construction and modernisation of healthcare facilities and equipping them with advanced medical equipment.

Over the past few years, following the President's instructions, the Government has supported the renewal of ambulance fleets in the regions, supplying around 5,000 vehicles, primarily to rural areas. However, this issue remains pertinent for a number of regions. The Government continues to provide support by allocating the necessary funding for these purposes.

Today, we will allocate approximately 300 million roubles to the budget of the Tambov Region under co-financing terms for purchasing about 50 new domestically produced ambulances.

Mr Manturov, I would like to ask you to personally oversee this process to ensure that the funds are disbursed on time, contracts are concluded this year, and the vehicles are delivered to healthcare institutions in the Tambov Region next year.

Another important issue concerns improving interaction between government agencies, businesses, and citizens. The Government is optimising and automating many procedures. The main aim, however, is not automation for its own sake, but to make this more convenient for people.

Our scientific and educational organisations may participate in evaluating new technical solutions. To do this, they must obtain accreditation from Rospatent to carry out preliminary information searches of claimed inventions and utility models. This is a complex procedure, but a new Government resolution has now reduced the review period to 13 business days. This change will enable relevant specialists to more quickly begin assessing the uniqueness and originality of solutions and products, thereby accelerating innovation and patent registration.

Meanwhile, it is important that all approval procedures are quick. The President stressed that the regulatory framework should be clear, sufficient, and not burdensome for businesses.

To this end, the Government continues to improve oversight and regulatory practices, aiming to achieve two objectives simultaneously: to create favourable conditions for private initiative, and to protect people's interests by ensuring high-quality goods and services while minimising potential risks.

I now ask Mr Grigorenko, who oversees this area, to provide a detailed report on progress in this area. Please, Mr Grigorenko, you have the floor.

: Indeed, we overhauled our control and oversight activities, as instructed by the President. The reform primarily aimed to reduce the administrative load on businesses. We have completely accomplished the following three main objectives.First, it became necessary to simplify audit procedures and to launch a system of pre-trial appeals. We have completely digitalised all audits. The online joint information system shows any audit across the Russian Federation in the real-time mode.The pre-trial appeals service has been launched on the Government Services website. Anyone disagreeing with the actions of any auditor can file a complaint in three clicks. Second, we are set to revise all norms and regulations that businesses should comply with during their entrepreneurial activity. First, we have conducted an inventory of these rules. Second, we have simply abolished all obsolete or excessive rules or 143,000 various norms and regulations. To make the volume of our work clearer, we have abolished over 12,000 regulatory legal acts. Most importantly, we have converted to a risk-oriented approach, while stipulating audits. An audit is stipulated only when an auditor has information that the law is being violated. This quickly yielded positive results. Apart from simplifying legislation and reducing norms and rules, we have drastically slashed the number of audits. When the reform was launched in 2019, we conducted 1.5 million audits. And 390,000 audits were conducted last year, a four-fold-plus decline. The trend continues: the number of audits, conducted in January-September 2025, has dwindled more than five-fold on the same period of 2019. Quality, rather than quantity, is the most important thing. In the past, audits helped expose 40 percent of all violations, and this share has now reached 87 percent. Nine out ten audits confirm the existence of violations. I would like to remind everyone that we have lifted a moratorium on audits; however, businesses did not notice its abolition, now that the reform is complete. We are not stopping here, and we continue to upgrade this model. Today, our main objective is to expand the digitalised, convenient, effective and business-friendly online control and oversight system. The full-fledged launching of the mobile app is the third aspect. We have launched it, and the mobile app has facilitated over 3,000 control and oversight operations to date. This app is extremely effective.Mr Mishustin, last, week, Krasnoyarsk hosted a forum of control and oversight agencies; colleagues arrived there from across the country and summed up results, including preliminary results. All our colleagues would like to thank you because this reform would be impossible without your support and personal involvement.

Mikhail Mishustin: Thank you, Mr Grigorenko. Of course, it is necessary to continue upgrading control and oversight activities using feedback from businesses and people. This is very important because the principles mentioned by you, the possibility of preventive measures and pre-trial audits, as well as high-quality services and the mobile app, positively influence the business environment.
