Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. (Sept. 25, 2026) - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Joseph Palumbo and Phillip Patton to the University of Kentucky Board of Trustees.

• Joseph Palumbo of Lexington is the president of Palumbo Lumber Company, Palumbo Properties Inc., Palumbo Development and Central Kentucky Truss. He replaces Ron Geoghegan, whose term has expired, and will serve for a term expiring June 30, 2032.
• Phillip Patton of Glasgow is the former commonwealth's attorney for the 43rd Circuit and a retired circuit judge. He replaces Claude "Skip" Berry, who has passed away, and will serve for the remainder of the unexpired term, which expires June 30, 2027.

Gov. Beshear has appointed David Mink as Magistrate for the Second District of Rockcastle County.

• David Mink of Mount Vernon replaces William Denny, who has resigned.

Gov. Beshear has reappointed Tim Luscher, Dale Morgan and Lesa Seibert to the Commission on Small Business Innovation and Advocacy to serve for terms expiring Aug. 22, 2030. The Governor has designated Lesa Seibert as Chair.

• Tim Luscher of Frankfort is the founder of Sig Luscher Brewery.
• Dale Morgan of Lexington is the founder of Foundation 47.
• Lesa Ann Seibert of Louisville is the chief executive officer and founder of Mightily.

Gov. Beshear has appointed Tanesha Johnson to the Pediatric Cancer Research Trust Fund Board to serve for a term expiring May 31, 2028.

• Tanesha Johnson of Nicholasville is an assistant professor of pediatric psychology with the University of Kentucky College of Medicine. She replaces Courtney Emery, who has resigned.

Gov. Beshear has appointed Helen Hacker to the Alzheimer's Disease and Related Disorders Advisory Council to serve for a term expiring Oct. 2, 2027.

• Helen Hacker of Louisville is the director of government relations for the Alzheimer's Association, Kentucky Chapter. She replaces Mackenzie Wallace, who has resigned.

Gov. Beshear has appointed Ashley Spencer to the Kentucky Board of Alcohol and Drug Counselors to serve for a term expiring Sept. 17, 2030.

• Ashley Spencer of Mount Sterling is an instructor and advisor for the Morehead State University Social Work Regional Campus Program. She replaces Leon Heaton, whose term has expired.

Gov. Beshear has appointed Josh Greeman to the Kentucky Board of Licensure for Long-Term Care Administrators. The Governor has reappointed Jason Shelton, Thomas Davis and Jacqueline Woodward.

• Josh Greeman of Lexington is the chief executive officer of Select Specialty Hospital - Central Kentucky. He replaces Eric Hagan, whose term has expired, and will serve for a term expiring Sept. 17, 2030.
• Jason Shelton of Bowling Green is the president and chief operating officer of PH Consulting LLC. He will serve for a term expiring Jan. 12, 2028.
• Thomas Davis of Sharpsburg is the nursing home administrator for Bourbon Heights Inc. He will serve for a term expiring Jan. 12, 2028.
• Jacqueline Woodward of Franklin is an independent nursing home administrator. She will serve for a term expiring Jan. 12, 2029.

Gov. Beshear has reappointed Joy Brown, Jeffrey Dembo, Marlon Sams, Frank Beaty, John Denton, Don Gibson and Max Bishop to the State Advisory Committee for the Land and Water Conservation Fund to serve for terms expiring Aug. 17, 2028.

• Joy Brown of Morehead is the executive director of the Morehead-Rowan County Recreation, Tourist and Convention Commission.
• Jeffrey Dembo of Lancaster is a retired professor of oral and maxillofacial surgery at the University of Kentucky.
• Marlon Sams of Corbin is a sales representative with Miracle Playgrounds of Kentucky and Tennessee.
• Frank Beaty of Eubank is a retired U.S Air Force colonel.
• John Denton of Smith Mills is a farmer.
• Don Gibson of Leburn is the director of permitting and regulatory affairs with Blue Diamond Mining.
• Max Bishop of Louisville is a cleanroom certification specialist with The Vertex Companies.
