Congressman Morgan McGarvey: Why I'm Voting No on the CR

WASHINGTON, D.C. (November 12, 2025) - Today, Congressman Morgan McGarvey released the following statement on Republicans' refusal to include federal funding for health care tax credits in their bill to fund the government:

"Republicans in Congress chose to keep the government shut down for a record-breaking 43 days rather than work out a deal with Democrats to fix our broken healthcare system.

"Americans are already getting crushed by costs everywhere going up, but health insurance premiums going up thousands more next year will price a ton of Kentucky families out of their health insurance. The cost of inaction here - in a country where having health care coverage is a matter of life or death - will be catastrophic.

"A pinky promise to consider fixing a crisis this big at a later date is an unacceptable option. For a family in Louisville who's about to spend more on their health insurance each month than they do on their mortgage, waiting is an option they can't afford.

"I'm voting no because I refuse to pretend Congress is powerless to fix this crisis.

"Now is not the time to cave. It's the time to do your job and fix the problems you were sent to Washington to solve."

BACKGROUND INFORMATION

Local Impact: Failure to address lapsing ACA tax credits in this bill will have the following impact in KY-03:

  • The unsubsidized cost of insurance is increasing by up to 37% for Kentuckians - a 10 times bigger increase than in recent years. (Source)
  • Higher costs and less federal funding means Kentuckians will be left to pay the difference.
  • For example, a 60-year-old couple in Kentucky with no children making $85,000, who paid $600 a month in 2025 for health insurance, will pay $2700 a month in 2026 for the same Kynect plan. (Source)
