ON THE OCCASION OF THE OFFICIAL VISIT OF HIS EXCELLENCY LUIZ INÁCIO LULA DA SILVA

PRESIDENT OF THE FEDERATIVE REPUBLIC OF BRAZIL

TO MALAYSIA

25 - 27 OCTOBER 2025

At the invitation of Prime Minister Anwar Ibrahim, His Excellency Luiz Inácio Lula da Silva, President of the Federative Republic of Brazil, undertook his first official visit to Malaysia from 25 to 27 October 2025. The visit reinforced the excellent level of dialogue and cooperation between both nations, built on peace, friendship, mutual respect, and a shared commitment to multilateralism and to sustainable development - cornerstones of the Brazil-Malaysia relationship since the establishment of diplomatic relations in 1959.

2. President Luiz Inácio Lula da Silva was accorded a ceremonial welcome on 25 October 2025 at the Perdana Square, Prime Minister's Office, Putrajaya. After the ceremony, President Luiz Inácio Lula da Silva held a bilateral meeting with Prime Minister Anwar Ibrahim, during which both Leaders held substantive dialogue covering a wide range of bilateral, regional and international issues of mutual interest in a friendly and warm atmosphere.

3. The Leaders noted with appreciation the positive momentum of bilateral relations, marked by an increasing number of high-level exchanges, ministerial visits, and enhanced engagement across multiple sectors. They shared the view that these growing interactions are grounded in common values, mutual trust, and a collective commitment to peace, stability, and prosperity, with a shared aspiration to elevate the bilateral relations to a strategic partnership in the near future.

4. The Leaders agreed to enhance collaboration in key areas such as trade and investment, semiconductors, energy transition, science, technology and innovation, health, agriculture, food security, education, and environmental sustainability. Both countries expressed their commitment to convening the next round of the Bilateral Consultation Meeting in Brasília as a platform to further advance the bilateral agenda and strengthen strategic cooperation.

5. The Leaders acknowledged their shared aspiration to further enhance bilateral trade and investment, recognising the significant potential for expanding economic cooperation between Malaysia and Brazil. Both sides committed to creating a more conducive environment for trade and investment by facilitating greater market access, enhancing business-to-business connectivity, strengthening supply chain resilience, and promoting joint ventures in high-impact sectors. The Leaders emphasised that deeper commercial ties would serve as a key driver of inclusive, sustainable, and mutually beneficial growth. The ongoing negotiations on the Double Taxation Avoidance Agreement (DTAA), once concluded, will further facilitate business engagement, help avoid double taxation and tax evasion, and promote further investments in both directions.

6. Both Leaders welcomed the signing of Memoranda of Understanding (MoU) in the fields of Semiconductors, and Science, Technology and Innovation, marking a significant step forward in institutionalising cooperation between Malaysia and Brazil in high-impact sectors. These MoU will serve as strategic frameworks to facilitate knowledge exchange, promote joint research and development, enhance industrial collaboration and market access, and build capacity in emerging technologies. Both sides emphasised the importance of adopting a collaborative and exploratory approach aligned with their respective national industrial policies.

7. The Leaders highlighted the potential for bilateral collaboration in the semiconductor sector with the signing of two MoU by the Malaysian Applied Research and Development Centre (MIMOS) with the National Space Research Institute (INPE) and with the Renato Archer Information Technology Centre. They also welcomed the ongoing collaboration in this field between Brazilian and Malaysian universities and relevant agencies.

8. The Leaders reaffirmed the shared interest in strengthening and further developing cooperation between both countries in the field of health, including to enhance local and regional production of medicines, vaccines, and strategic health supplies and to eliminate Socially Determined Diseases, building on initiatives such as the Dengue Alliance.

9. The Leaders welcomed Brazil's engagement as a Sectoral Dialogue Partner of ASEAN and acknowledged the potential of ongoing initiatives under the ASEAN-Brazil Practical Cooperation Areas document to deepen regional ties and foster practical collaboration in areas of mutual interest.

10. Both Leaders expressed their commitment to pursuing the initiatives launched during Malaysia's ASEAN Chairmanship and Brazil's Presidency of BRICS and COP30, underscoring their shared aspiration of a strengthened Global South and of a more equitable, just, and democratic multipolar world. In this context, Prime Minister Anwar Ibrahim expressed his gratitude for Brazil's support to the aspiration of Malaysia to become a member of BRICS, in the context of future expansion discussions among the group's members.

11. Both Leaders reaffirmed their shared commitment to eradicating hunger and poverty, and reducing inequality, and to improving the quality of life of their peoples. In this regard, President Luiz Inácio Lula da Silva expressed appreciation of Malaysia's participation as one of the Global Alliance Against Hunger and Poverty founding members. Both Leaders reiterated commitment to collective action to eliminate global hunger, in alignment with the 2030 Agenda for Sustainable Development.

12. The Leaders underscored the importance of enhancing bilateral cooperation in the fields of halal industry; sustainable agriculture; genetic resources and biotechnology, including the conservation and sustainable utilization of plant, animal, and microbial genetic materials, as well as in sanitary and phytosanitary measures; and research and development in agriculture, including through the signing of a Letter of Intention between MARDI and EMBRAPA. They also coincided on the need to increase the number of Brazilian establishments authorised to export to Malaysia. President Lula noted with satisfaction the ongoing revision of the bilateral international certificate for poultry meat, which will allow the resumption of Brazil's poultry exports to Malaysia following the declaration of HPAI-free status in Brazil as submitted to the World Organisation for Animal Health (WOAH). President Lula also noted with satisfaction the approval of the international health certificates for the export of fish and fishery products from aquaculture and wild caught, from Brazil to Malaysia.

13. Both Leaders acknowledged the current situation regarding the anti-dumping measures applied to Malaysia's rubber glove exports to Brazil. In this regard, both sides expressed their willingness to continue engaging through appropriate channels to facilitate mutual understanding and explore constructive ways forward.

14. Both Leaders emphasised the importance of addressing hunger, poverty, and climate change in an integrated manner, including cooperation through the forthcoming Belém Declaration on Hunger, Poverty, and Human-Centered Climate Action.

15. The Leaders reaffirmed their resolve to address the climate emergency while promoting sustainable development with social inclusion and reaffirmed their countries' commitment to the full implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and its Paris Agreement. In this regard, they underscored the importance of the Belém Climate Summit and the Thirtieth Session of the Conference of the Parties to UNFCC (COP30), to be held in the Amazonian city of Belém do Pará, in November 2025, as a crucial opportunity to increase climate ambition while upholding the provisions and principles of the UNFCCC and its Paris Agreement. Malaysia expressed its full support for the Brazilian presidency and its leadership in bringing the interests and priorities of the Global South, including climate adaptation, climate financing, forest conservation, and in bringing the people to the centre of the global climate agenda.

16. Both Leaders expressed their support to the launching of the Tropical Forest Forever Facility (TFFF) at the Belém Climate Summit. As tropical megadiverse nations, and members of TFFF Interim Steering Committee they highlighted that the TFFF has a potential to provide predictable, permanent and large-scale resources for the conservation of tropical forests.

17. The Leaders also acknowledged the growing threat of wildfires and underlined the importance of strengthening international cooperation in prevention and response, including through initiatives such as the Call to Action on Integrated Fire Management and Wildfire Resilience to be adopted at the Belém Climate Summit.

18. The Leaders underscored the importance of a just and equitable energy transition, taking into account the national circumstances and development priorities of the Global South, while contributing to the achievement of global goals under the Paris Agreement. In this context, they recognised the vital role of biofuels and renewable energy in reducing emissions in the mobility and transport sectors and in promoting sustainable development, and agreed to intensify bilateral dialogue and technical cooperation in this area.

19. The Leaders welcomed the agreement between Israel and Hamas establishing a ceasefire in Gaza as an initial and crucial step toward ending the conflict. They expressed their hope that, upon implementation, the plan will result in, among other measures, the permanent cessation of Israeli attacks on the Gaza Strip, the full, immediate, safe and unimpeded entry of humanitarian aid at scale, and the urgent start of the reconstruction of the territory. They urged all parties to honour the agreement and engage in good-faith negotiations aimed at the full withdrawal of Israeli forces, the start of the urgent process of rebuilding the Gaza Strip under Palestinian coordination and supervision, and the restoration of the political and territorial unity of the State of Palestine under a unified and legitimate government, in accordance with the inalienable right of self-determination of the Palestinian people. The Leaders reaffirmed their conviction that a just, lasting, and comprehensive peace in the Middle East depends on the implementation of a two-state solution, with an independent and sovereign State of Palestine, based on the pre-1967 borders, with East Jerusalem as its capital. They also welcomed the opportunities to cooperate on humanitarian assistance and reconstruction efforts.

20. Both Leaders also welcomed Brazil's decision to join South Africa's genocide case against Israel at the International Court of Justice (ICJ), in response to credible allegations of serious violations including indiscriminate attacks on civilians, destruction of civilian infrastructure, the use of starvation as a weapon of war, and unlawful settlement expansion. In addition, both Leaders welcomed the advisory opinions of the ICJ on the issue of Palestine, including on the "Obligations of Israel in relation to the Presence and Activities of the United Nations, Other International Organizations and Third States in and in relation to the Occupied Palestinian Territory" announced on 22 October 2025.The Leaders further expressed their strong support for Palestine's full membership in the United Nations (UN).

21. The Leaders reaffirmed their support for an urgent and comprehensive reform of global governance institutions that increase the participation of developing countries in their decision-making bodies and adapt them to contemporary geopolitical realities. Recognizing that the magnitude of today's collective challenges demands an equally ambitious response, they encouraged continued efforts to strengthen the United Nations and ensure its relevance and effectiveness in addressing global issues.

22. The Leaders also reaffirmed their commitment to a comprehensive reform of the Security Council, with a view to increase participation from developing countries from unrepresented and underrepresented regions, making the Council more representative, more legitimate, and more effective in maintaining international peace and security. In this context, President Luiz Inácio Lula da Silva expressed his gratitude to Prime Minister Anwar for Malaysia's support to the aspiration of Brazil to become a permanent member in a reformed UN Security Council.

23. The Leaders coincided on the view that cooperation in the field of defence can contribute to improving bilateral relations and expressed their intention to deepen such cooperation between both countries, including by signing a MoU on Defence Cooperation.

24. The Leaders noted with appreciation the exchange of notes between Instituto Rio Branco (IRBr) and the Institute of Diplomacy and Foreign Relations (IDFR) and the signing of the MoU between the Alexandre de Gusmão Foundation (FUNAG) and the Institute of Strategic and International Studies (ISIS-Malaysia) as positive contributions to promoting cooperation in the training of diplomats and to enriching strategic thinking on foreign policy.

25. President Luiz Inácio Lula da Silva expressed his deep appreciation and sincere gratitude to Prime Minister Anwar Ibrahim and to the Government and people of Malaysia for the warm hospitality and gracious welcome extended to him and his delegation during the visit, as well as for the invitation to attend the 47th ASEAN Summit and Related Summits.
