City Leader Appointed Parks Director

The City is pleased to announce the official appointment of J.R. Fourqurean as the new Parks and Recreation Director, a role he formally accepted in late October 2025 following City Council's unanimous confirmation. Fourqurean is a familiar face in the community, having dedicated nearly two decades of service to the City of Westerville.

His journey with Westerville began in 2008 as a part-time lifeguard. Over the years, Fourqurean has consistently demonstrated a commitment to growth and leadership, holding various key positions including Utility Billing Supervisor, Recreation Administrator, and most recently, serving as the Diversity, Equity, Inclusion and Belonging Director. His rich and varied experience has undoubtedly prepared him to lead the City's robust Parks and Recreation Department.

City Manager Monica Dupee highlighted Fourqurean's immense impact throughout the community as she announced his appointment during the Oct. 21, 2025 City Council meeting.

"If you know J.R., you know his passion for parks and recreation and for the community," said Dupee prior to Council's vote. "He's already made an impact as our acting Parks and Recreation Director over the last seven months, and it is with great pride that I appoint and ask [City Council] to confirm for J.R. to be our full-time, permanent Parks and Recreation Director."

Following Dupee's appointment, Fourqurean shared a heartfelt message of gratitude to his family and commitment to the community that has given him so much.

"To my wife and my kids, thank you so much for all that you do," said Fourqurean. "I came to this community 18 years ago-needing direction, looking for something, purpose. And this community has done that for me. This community that challenges us. This community that celebrates us.

"This wonderful community that I was lacking in my life, and I cannot repay this community enough for what they've done for my family and myself," continued Fourqurean. "I'm excited to continue serving, and I'm really excited to continue working alongside [Parks staff]. My goal is to come to work every day and make you proud."

Fourqurean brings a strong academic background to his new role, holding both a Master's in Business Administration (MBA with a concentration in Leadership) and a Master's of Public Administration. His prior work in Westerville includes managing "Westerville Helps," a vital financial assistance program for utility services and facility access. Within the Parks and Recreation Department, he has been a driving force behind internal and external programs that champion inclusion and belonging, ensuring that the City's recreational offerings continue to serve all community members.
