The Goodyear City Council will take the next step in appointing a new City Manager during a special council meeting on Monday, April 6, 2026, at 1 p.m. The position will fill the vacancy following the retirement of former City Manager Wynette Reed in early March. The Council is seeking to appoint Bryan Langley, who currently serves as City Manager for Kyle, Texas.
The recruitment process drew a record number of applicants for a city of Goodyear's size, along with an extraordinary pool of highly qualified candidates. The City Council, in partnership with a national executive recruitment firm, conducted a comprehensive and thoughtful review to identify the strongest leader to guide Goodyear into its next chapter.
Langley brings nearly 30 years of local government experience and currently leads one of the fastest-growing communities in the United States. In his role in Kyle, he oversees a $600+ million annual budget and a $1.3 billion five-year capital improvement program, while leading approximately 500 employees across all city services.
Throughout his career, including prior roles as City Manager in Burleson, Texas, and Deputy City Manager/Chief Operating Officer in Denton, Texas, Langley has built a strong track record of aligning rapid growth with long-term financial sustainability. His experience includes advancing large-scale infrastructure programs, improving operational efficiency and delivering major economic development projects. Langley holds a Bachelor's and a Master's degree in Business Administration from the University of North Texas as well as a Master's degree in Science in Accounting and Information Management from the University of Texas at Dallas.
Langley's leadership priorities center on responsible growth, strong financial management and building high-performing teams. He has led efforts to modernize city operations, implement strategic planning frameworks, improve service delivery, and strengthen employee engagement and organizational culture.
Community and employee input played an important role throughout the process. Feedback gathered through surveys helped inform the Council's decision and reinforced the qualities most valued in Goodyear's next City Manager.
