This March, our office has been busy connecting with the community through local events, neighborhood association meetings, and updates on important projects underway. It has been a meaningful time to listen, engage, and continue working together with you to support our neighborhoods while keeping you informed about progress across our city.
As we reflect on this work, we also take time to celebrate the Persian New Year, Nowruz, which marks the beginning of spring. I extend my warmest wishes to all who celebrate. May this new year bring renewal, happiness, and hope. I also recognize that this is not an easy time for many, and that global events weigh heavily on our hearts. At its core, Nowruz, as I have come to learn, is about renewal. It is about choosing light in difficult moments and coming together in hope for what lies ahead. Please know I remain committed to supporting our community through both challenges and moments of joy.
Our office has also continued to recognize outstanding community members during City Council meetings, while advancing policies that enhance the quality of life for all Santa Ana residents. Most recently, I introduced an item to bring urgency to our Vision Zero plan to increase safety for pedestrians, bicyclists, and other users by installing stop lines at our intersections, and I voted against a proposal from City staff to pursue making the current 1.5% local sales tax permanent.

I was honored to present a proclamation declaring May 2026 as Murdered and Missing Indigenous Women Month, recognizing the urgent need to raise awareness about the disproportionate rates of violence faced by Indigenous women, girls, and Two-Spirit relatives.
During the recognition, we uplifted the powerful advocacy of Indigenous Women Rising Orange County, whose work continues to bring visibility, resources, and support to Indigenous communities. Their leadership, including support for California's Feather Alert program, plays a critical role in advancing awareness, accountability, and justice for families impacted by this crisis.
This proclamation is more than symbolic; it reflects our commitment to listen, act, and stand in solidarity with Indigenous communities. We encourage residents to take part in education, remembrance, and advocacy efforts throughout the month as we honor those we have lost and support the families still seeking answers.
A huge thank you to The Cambodian Family for inviting me to be part of a meaningful "Stop the Hate" conversation. It was an important opportunity to listen directly to community members, engage in thoughtful dialogue, and reflect on how we can continue standing together against hate and discrimination.
Our Cambodian families are an essential part of the fabric of Santa Ana and I'm grateful for the chance to connect, learn, and help uplift their voices.
I recently joined our Youth and Government students, alongside other community leaders and elected officials, for a Table Talk where students asked thoughtful questions about my role as a Councilwoman. These conversations matter; so many young people don't know who represents them, and moments like these are vital for civic engagement. We discussed what led the City to move to district-based elections where residents in each ward vote for their ward-specific representative vs. at-large elections, my day-to-day responsibilities, and - most importantly - I got to hear directly from students about what they're experiencing right now. They had a lot of questions about the City's involvement in global affairs and showed an awareness of many issues going beyond our city's borders. Thank you to Youth and Government and the Suavecito Foundation for the invitation, and for the leadership training and opportunities you provide to empower the next generation of leaders.
I had the honor of recognizing the Santa Ana High School girls wrestling team for their incredible achievements and historic success. This team has set a new standard of excellence, earning CIF Division 1 Dual Championships, a CIF Individual Team title, and an individual State Championship, all while maintaining a strong 3.46 team GPA.
As we celebrate Women's History Month, we also recognize these young women for their leadership and their role in one of the fastest-growing sports in the nation. Their dedication, teamwork, and perseverance have made a lasting impact on Santa Ana High School and our entire community. Once a Saint, Always a Saint!
We recently attended the Saddlebackview and Zoo District Neighborhood Association meeting, where City staff shared updates on the Stormwater Project at the Santa Ana Zoo, the City budget, and improvements our office has been working on along East 1st Street. It was a productive conversation with neighbors, and we carefully noted the concerns residents shared so we can work to address them.

It has been truly special to attend Suhoor Fest at the Santa Ana Bowl, Iftar, learn more about its meaning, take part in events supporting Ramadan, and continue supporting our local mosque in bringing together our diverse communities. I am grateful to our partners at ICSA, Masjed Al Heydayah, and the Islamic Society of Orange County for welcoming me and our team members to the many gatherings held this month. Thank you for sharing these meaningful moments with us and for giving us the opportunity to learn alongside you.
We also joined the ribbon cutting celebration for Winston Water Cooler Plumbing and Supplies to mark their Grand Opening. It was great to support a new local business and welcome them to the Ward 3 community. The team presented a certificate on behalf of the City and wished them continued success as they serve residents and businesses in Santa Ana.

It was an honor to join Día de los Padres with Mesa Cooperativa at Cal State Fullerton and spend time with students and families who are building brighter futures together. The event highlighted the important role parents play in supporting first-generation college students as they navigate higher education. It was a powerful reminder that success is built through the strength, sacrifice, and encouragement of families. Thank you to Mesa Cooperativa, the students, and the parents for the warm welcome and for continuing to uplift community-centered education.
Our Community Engagement Director, Valerie Magdaleno, dropped off hygiene products including toothbrushes, toothpaste, deodorant, and sanitary products at the Undocu-Scholars Center at Santa Ana College to support local students. The Undocu-Scholars initiative works to uplift undocumented students and those impacted by the U.S. immigration system through both its center and program, providing critical resources and support. We are grateful for the important work they do to ensure Santa Ana students feel supported and have access to the resources they need to succeed.
I was thrilled to be back with our students to celebrate the power of books and literacy by celebrating Read Across America. We joined students at Santiago Elementary and McFadden to spend time reading together and highlighting the importance of literacy. It was wonderful to see the excitement and curiosity our students bring to learning. Moments like these remind us how important it is to support reading and education, and how amazing and inspiring our students truly are.
The City of Santa Ana has installed a new marquee at the Bowers Museum to better share important information, resources, and community updates with residents. This new feature will serve as a central hub for announcements, city services, and upcoming events, while also helping highlight the museum's programs and offerings.
This investment is about more than just signage, it's about staying connected. By sharing timely information in a visible, accessible space, we can better reach our neighbors, keep families informed, and ensure our community knows about the resources and opportunities available to them.
We encourage residents to keep an eye on the marquee for updates on City programs, community events, and ways to get involved. Together, we can build a more informed, engaged, and connected Santa Ana.
Our office was notified of tire burnout marks near 19th and Greenleaf streets, and our office immediately coordinated with Public Works to address the concern. City staff responded and spent several hours pressure washing the area, making steady progress despite some sections being heavily caked and difficult to remove. After multiple attempts and continued treatment, crews returned for additional work and completed the cleanup. We appreciate our Public Works team for their persistence and commitment to keeping our neighborhoods clean.
I recently met with the office of Orange County Supervisor Sarmiento to discuss the implementation of SB 43 in the county. We focused on understanding how the law is currently being carried out, including how individuals are identified and enrolled in services, how many residents have been served to date, and what outreach efforts are underway to help cities better understand how to utilize SB 43.
Through this conversation, I learned that while the overall process for requesting a hold has not changed, there have been important updates in how assessments are conducted. The County's Crisis Assessment Team, accessed through OC Links, and law enforcement remain the primary pathways for initiating a hold. However, staff and officers have now been trained on the updated criteria under SB 43 and are applying these new standards when determining whether an individual meets the threshold for grave disability. This ensures a more informed and consistent approach as we work to connect individuals with the care and services they need. Our office will continue to track the progress under SB 43.
The existing planters at Santiago Park were recently removed due to deterioration, including spalling and exposed rebar, and to prepare for their replacement. Our team is installing new planters that will align with the park improvements completed over the past few years, helping create a more cohesive and refreshed look. Installation is on track and expected to be completed by April 17.
The City has received an updated development application for One Broadway Plaza that proposes increasing the number of residential units in place of some previously planned office space within the mixed-use tower. The project is currently under staff review, and no public hearings have been scheduled at this time.
We understand there is strong community interest, and residents are encouraged to visit the City's project webpagefor the latest updates, including timelines, FAQs, and contact information for the case planner. The page will continue to be updated regularly as part of the City's commitment to transparency under the Sunshine Ordinance.
Our recent creek cleanup, in partnership with Orange County Habitats, was a great success! Volunteers came together to remove trash and invasive plants from the creekbed, helping to restore and protect our local waterways. We will continue this important work by keeping the creek clean and removing invasive and non-native plants.

The fire-damaged main structure at 938 E. Second St. has been successfully demolished following City action earlier this year. After a warning letter was issued in January 2026, the developer removed the graffiti-covered building that had become a visible eyesore at the corner of Standard Avenue and First Street. This demolition marks an important step in improving the site's appearance. The City will continue working to address a remaining smaller structure on the property through ongoing enforcement and abatement efforts.
Following City Council approval of a new agreement with Caltrans, Public Works crews have begun providing maintenance services across 11 designated Caltrans right-of-way locations throughout the city. These efforts include weed abatement, graffiti removal, trash and debris cleanup, and encampment response.
To date, nine of the 11 locations have already been serviced and significantly improved, with work currently underway at the MacArthur southbound on-ramp and one remaining site near Santiago Creek and Broadway still pending. Due to the level of deferred maintenance, crews anticipate it will take about two months to bring all locations up to a clean and manageable condition.
Once this initial phase is complete, staff will conduct weekly inspections and provide ongoing, as-needed maintenance to keep these areas clean, safe, and well-maintained for the community

The recent reporting by The New York Times and The Los Angeles Times on César Chavez, including serious allegations of sexual abuse, is deeply disturbing. I stand with the survivors who have carried this pain for decades, and with those who have come forward despite the risks and challenges of speaking out. It is critical that we continue to listen, learn, and center the voices of those impacted.
In response, I have formally requested that the City of Santa Ana reconsider its observance of César Chavez Day. Currently, the City is closed on March 31 in recognition of this holiday. Moving forward, I have asked that this holiday be removed and replaced with a floating holiday to ensure that employees' negotiated benefits are not impacted. The State has moved to rename the holiday to Farmworkers Day, and the City can also follow suit if it does not wish to remove the 31st from the calendar.
I have also requested that his name be removed from one of our local parks. These actions reflect an ongoing commitment to ensuring that the values we uplift as a city align with accountability, respect, and the well-being of our community.
In December 2025, I proposed a temporary pause on new and expanding smoke shops to protect our neighborhoods, especially near schools and youth spaces. This gave the City time to study locations, review enforcement data, and develop stronger zoning rules.
In March 2026, the City unanimously approved new regulations to address these concerns. Smoke shops are now limited to certain commercial areas and must obtain a Conditional Use Permit. The rules also set clear distance requirements, including 1,000 feet from schools and youth facilities and 500 feet from residential areas.
The ordinance also strengthens oversight by defining smoke shops, setting operating standards, and requiring annual inspections by the Planning and Building Agency and Police Department. Fees have been established to support enforcement.
These changes respond to the rapid increase in smoke shops in Santa Ana, which grew from 17 in early 2024 to 43 today. Existing shops must comply with the new standards within six months.
This work reflects my commitment to protecting public health, improving neighborhood safety, and supporting a higher quality of life for Santa Ana residents.
We are also encouraged to see the State taking similar action. This shows how our local advocacy is shaping broader policy.
During our March 17, 2026, City Council meeting, I brought forward an item to review the City's standards and practices for stop line placement near crosswalks, with the goal of improving pedestrian visibility and safety, especially along the High Injury Network and near schools, parks, and transit areas. This effort aligns with our Vision Zero goals and follows guidance from the California Manual on Uniform Traffic Control Devices.
This is an important step toward making our streets safer for all residents.
