At his 2025 State of the City address, Mayor Michael O'Connor announced the launch of the Supporting Emergency Capacity, Urgency, Resiliency, and Equity (SECURE) Initiative, an emergency relief program designed to stabilize local nonprofit organizations serving Frederick residents in response to recent and significant disruptions in federal funding.
Proposed by Mayor O'Connor as part of the City's FY26 budget priorities, the SECURE Initiative aims to fill urgent gaps for nonprofits that have experienced canceled grants, unreimbursed costs, or new restrictions impacting how previously awarded federal funds can be used. The funding is intended as bridge support-short-term, flexible assistance to help organizations maintain continuity of services while they seek long-term solutions.
"The City recognizes the important role our nonprofit partners play in supporting residents' most basic needs, from food and housing to healthcare and legal aid," said Mayor Michael O'Connor.
"When unexpected federal funding cuts threaten those services, we must act. The SECURE Grant Program is our commitment to ensuring these organizations have the resources to continue their essential work and to protect the people who depend on them most."
The program will provide one-time, flexible grant awards to eligible 501(c)(3) organizations based in or serving the City of Frederick. Applications will open on October 15, 2025.
To be eligible for the SECURE Grant Program, organizations must operate in Frederick County/City and serve residents of the City of Frederick. They must provide essential human services such as food assistance, housing, healthcare, legal aid, or youth programs, and have received federal funding within the past two fiscal years. Additionally, applicants must demonstrate a documented loss or restriction of those federal funds.
