Washington, D.C. - U.S. Senators Reverend Raphael Warnock (D-GA), ranking member of the Finance Subcommittee on Trade, Customs, and Global Competitiveness, and Tim Kaine (D-VA) introduced the Reclaim Trade Powers Act, legislation that would end President Trump's indiscriminate 10 percent tariff on most global goods. The legislation would repeal Section 122 of the Trade Act of 1974; an outdated law President Trump is using to justify his newest round of global tariffs. In February, President Trump invoked Section 122 of the Trade Act of 1974 for the first time in its 50-year history.
"President Trump's tariff policies are wrecking our economy and American families are the ones paying the price," said Senator Reverend Warnock. "This administration promised to protect our workers and bring back manufacturing jobs. Instead, we're seeing higher costs, job losses, and more uncertainty. This commonsense legislation will repeal an out-of-date authority that the President is using to raise prices on Americans. I'm proud to work with Senator Kaine to hold this president in check and put a stop to this madness."

Yet, instead of focusing on addressing Americans' concerns, President Trump has doubled down on imposing universal tariffs that are raising prices-relying on an outdated authority that has never been used in history," said Senator Kaine."I'm introducing this legislation to repeal that outdated authority and provide some relief to the American people from these cost-raising taxes."
After taking office in January 2025, President Trump imposed tariffs on almost all of the United States' trading partners. In February 2026, hours after the Supreme Court ruled against the administration's tariff policy, President Trump imposed a 10 percent global flat tariff under Section 122 of the Trade Act of 1974. Days later, the president threatened to increase that flat tariff rate to 15 percent. The non-partisan Tax Foundation found President Trump's tariffs cost the average American household $1,000 last year. Most American families are on track to lose $1,300 from President Trump's tariffs in 2026.
Senator Warnock continues to push back against the Trump administration's reckless tariff policy and the uncertain market conditions it creates for Georgia small businesses and the higher prices it imposes on Georgia families. Senator Warnock is vigilant in defending programs that help Georgia small business owners keep more profits in their pockets.

Companion legislation was introduced in the U.S. House of Representatives by Representative Jimmy Panneta (D-CA-19).
